About regulation of expense of heat and electrical energy in the national economy of the Republic of Tajikistan

Due to the expiration of the order of the Government of the Republic of Tajikistan of August 22, 1995 No. 539 "About measures for rational use of fuel and energy resources in the national economy of the Republic of Tajikistan for 1995 and for the period till 1997" and for the purpose of rational use of heat and electrical energy, the Government of the Republic of Tajikistan decides:

1. Approve "Basic provisions on regulation of expense of tepl and electrical energy in the national economy the Republic of Tajikistan".

2. To the ministries and departments of the Republic of Tajikistan:

determine the list of research, design institutes, other organizations, organizations in coordination with Tadzhikgosenergonadzor and to provide development of industry "Methodical instructions for regulation of expense of heat and electrical energy" by them according to Basic provisions on regulation.

Coordinate with Tadzhikgosenergonadzor terms and procedure for development new and review of the existing consumption rates of heat electrical energy, to annually approve specific consumption rates of electrical and heat energy, and also task on economy of heat, electrical energy and action for their accomplishment;

charge to jurisdictional enterprises, organizations and the organizations to represent to Tadzhikgosenergonadzor the statistical reporting under the 11-CH and 11-RE, Report on Results of Energy Use forms at the scheduled time.

Annually till January 20 to submit in Tadzhikgosenergonadzor the summary report on accomplishment by jurisdictional enterprises, organizations and the organizations of tasks for economy of heat and electrical energy.

3. Annual consumption rates of energy shall affirm to the state companies and the organizations by the relevant ministries, the state committees, the companies and the organizations of other patterns of ownership by local authorities of the government for their bridge of arrangement and to be approved with Tadzhikgosenergonadzor.

4. Permit the State-owned joint-stock holding company of "Barka Tochik":
