1. Approve the enclosed Instruction about procedure for production of forms of the strict reporting and special materials.

2. Recognize to invalid:

2.1. The instruction about procedure for production, storage, accounting and transportation of securities and documents with certain degree of protection approved by Head department on production of the state signs under Council of Ministers of the Belarusian SSR on March 19, 1993;

2.2. The regulations on procedure for development and production of the state signs, forms of securities, documents with certain degree of protection and their semifinished products, and also special materials, other methods and remedies from counterfeit approved by Committee of the state signs under the Ministry of Finance of the Republic of Belarus on August 13, 1997. 2.3. the order of Committee of the state signs under the Ministry of Finance of the Republic of Belarus of October 29, 1998 No. 39 "About approval of amendment in Regulations on procedure for development and production of the state signs, forms of securities, documents with certain degree of protection and their semifinished products, and also special materials, other methods and their remedies from counterfeit" (The bulletin of normative legal information, 1998, No. 24);

2.4. the order of Committee of the state signs under the Ministry of Finance of the Republic of Belarus of November 9, 1999 No. 50 "About modification of the regulation" (The national register of legal acts of the Republic of Belarus, 2000, No. 2, 8/1456).

The instruction about procedure for production of forms of the strict reporting and special materials

Chapter 1. GENERAL PROVISIONS

1. This Instruction about procedure for production of forms of the strict reporting and special materials (further - the Instruction) is developed by the Ministry of Finance of the Republic of Belarus (further - the Ministry of Finance) in pursuance of the resolution of Council of Ministers of the Republic of Belarus of December 22, 2001 No. 1846 "About some questions of production and use of forms of the strict reporting" (The national register of legal acts of the Republic of Belarus, 2002, No. 2, 5/9648) and regulates procedure for development, production, accounting, storage and transportation of forms of the strict reporting and special materials.

2. According to the called resolution forms of securities and documents with certain degree of protection, the forms of other documents having the elements of protection against counterfeit conforming to the requirements determined by the Ministry of Finance in coordination with the Ministry of Internal Affairs of the Republic of Belarus (further - the Ministry of Internal Affairs) and the Ministry of Justice (further - Ministry of Justice), and (or) the identification number put in case of their production are carried to forms of the strict reporting.

The materials used in case of production of forms of the strict reporting and which are elements of protection them from counterfeit belong to special materials.

Are understood as special materials: paper and other materials with protection elements (watermarks, protective fibers, special additives, protective threads, etc.), protective paints, special coverings, protective holograms, other materials and remedies from counterfeit of forms of the strict reporting.

Semifinished products of forms of the strict reporting are understood as the products (product) which are subject to further processing by the manufacturer containing (including) element of protection against counterfeit.

3. The republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom, other legal entities and individual entrepreneurs (further - the customer (issuer) place orders for production of forms of the strict reporting in coordination with the Ministry of Finance.

Orders for production (acquisition) of special materials are placed also in coordination with the Ministry of Finance.

Approval of the Ministry of Finance is not required in case of order placement:

on development and production of forms of the strict reporting in the state organizations subordinated to the Ministry of Finance for which activities the Department of the state signs of the Ministry of Finance of the Republic of Belarus is authorized to be responsible (further - Goznak);

on development and production of forms of the strict reporting which use will be performed only outside the Republic of Belarus and will not infringe on its interests in the field of economy, finance, homeland security;

on development and production of forms of the letters, orders, orders, resolutions, decisions, instructions and other organizational and administrative documents carried in accordance with the established procedure to forms of the strict reporting under the decision of the customer (issuer), in the organizations having special permission (license) for implementation of activities for development and production of forms of the strict reporting, and also special materials for protection them from counterfeit;
