Article 1

Any state sharing the purposes and the principles of the Agreement can join it with the consent of all State Parties of the Agreement.

The states wishing will join the Agreement, send written request to depositary. With request for accession the depositary reports about the appeal of the state to all State Parties which within six months from the date of receipt of the message of depositary send it the answer. The depositary after receipt of answers of all State Parties without delay reports about it to the state wishing to join the Agreement.

Article 2

For any state which joins the Agreement the last becomes effective in day of delivery on storage of the document on accession taking into account constitutional processes of this state.

Article 3

The depositary without delay reports to all State Parties about delivery on storage of each document on accession and the date of entry into force of the Agreement for each state which joins it.

Article 4

The this Protocol is integral part of the Agreement, is subject to ratification by each State Party according to its constitutional processes and becomes effective after delivery on storage of instruments of ratification by all State Parties.

It is made in the city of Ashgabat on December 24, 1993 in one authentic copy in Russian. The authentic copy is stored in Archive of the Government of the Republic of Belarus which will send to the states which signed this Decision, its verified copy.
