The government of the Azerbaijan Republic, the Government of Georgia, the Government of the Republic of Moldova and the Cabinet of Ministers of Ukraine which further are referred to as "Party"

expressing aspiration to further strengthening and development of effective cooperation and mutual assistance in the field of regulation of nuclear and radiation safety;

realizing importance of combination of efforts and distribution of positive experience of implementation of the modern regulating approaches and the principles in the field of nuclear and radiation safety on the basis of international standards and taking into account development of science and technologies;

being guided by the international standards and requirements for radiation protection of the population and the environment, safety of the treatment of radioactive waste, radioactive sources of ionizing radiation, including questions of their physical protection;

confirming commitment to the Code of behavior on safety and safety of radioactive sources;

in view of that state members GUAM are members of International Atomic Energy Agency (IAEA),

agreed about the following:

Article 1. Memorandum purposes

The parties develop cooperation concerning regulation of nuclear and radiation safety for the purpose of:

* developments and enhancements of the legislation and national infrastructures in the field of regulation of nuclear and radiation safety;

* developments of the approved reaction actions in case of emergency situations of technogenic nature;

* increases in safety and protection against modern threats, including terrorism and unauthorized movement of nuclear and radioactive materials.

Article 2. Competent authorities

Competent authorities of the Parties concerning realization of provisions of this Memorandum are:

* Ministry of Emergency Situations of the Azerbaijan Republic;

* Ministry of environmental protection and natural resources of Georgia;
