Being guided by the principles of humanity and mercy, in connection with the first anniversary of adoption of the Constitution of the Kyrgyz Republic, the Jogorku Kenesh of the Kyrgyz Republic decides:

Article 1. Exempt from custodial sanction of convicts:

a) serving as a part of field armies and connections, or being involved in fighting on protection of the USSR or in case of execution of the office debt connected with it;

b) minors;

c) women;

d) 60 years are more senior than men;

e) disabled people of the first and second group, and also patients with severe form of tuberculosis (1 and 2 groups of dispensary accounting).

Article 2. Exempt from punishment of the persons condemned for the first time to imprisonment for the crimes committed on imprudence for a period of up to five years inclusive and serving sentence in colonies settlements for persons condemned to imprisonment.

Article 3. Exempt from punishment of persons, for the first time convicts to imprisonment for intentional crimes for a period of up to three years inclusive.
