The bureau of Inter-parliamentary Assembly decides:

1. Approve provided by the Permanent commission of MPA on customs regulation and boundary policy of the Recommendation about forming of custom union of Eurasian economic community (are applied).

2. Submit Recommendations in parliaments of state members of EurAsEC and Integration Committee for use in work on harmonization of national legal systems and enhancement of the legal base of Community.

Recommendations about forming of custom union of Eurasian economic community (on basis rather - the legal analysis of processes of creation of custom unions on the example of the European Union and the Total market of the countries of the Southern cone (MERCOSUR))

The main issue of strategic development of Eurasian economic community is forming of the legal base on creation of custom union today. Work of all bodies of Community is directed to the solution of this task. 25 draft documents which along with the existing international treaties accepted earlier within EurAsEC will allow to create the legal basis of custom union are drafted.

For the purpose of assistance to the solution of this task the analysis and studying of experience of other integration associations which took place or being at integration stage - custom union is carried out.

The custom union has large number of the elements constituting it which cannot be covered within one research. With respect thereto by preparation of Recommendations special attention was paid to separate structural aspects of the organization of integration consolidation, creation of its legal framework, the organization of customs control over movement of goods.
