Showing respect for the commonly accepted human rights and freedoms, proceeding from the principles of humanity and mercy, on the eve of the third millennium, being guided by article 58 of the Constitution of the Kyrgyz Republic:

Article 1. Exempt from custodial sanction, and also from the punishments which are not connected with imprisonment:

a) participants of the Great Patriotic War of 1941 - 1945 and persons equated to them;

b) persons who were involved in fighting on protection of interests of the USSR and the Kyrgyz Republic, and persons who were taking part in liquidation of the Chernobyl accident;

c) widows of persons specified in the Items "and" and "b" of this Article;

d) 50 years, and also the women having one both more minor children, and expectant mothers are more senior than women;

e) persons who are the single supporter in the family having at least two minor children or dependent on which there are parents - disabled people of 1 group;

e) disabled people of 1 and 2 groups, and also patients with severe form of tuberculosis (1 and 2 groups of dispensary accounting) and oncological patients III, IV stages.

Article 2. Exempt from punishment of the minors condemned to imprisonment for a period of up to five years inclusive and who were earlier not serving sentence in educational colonies.

Article 3. Exempt from punishment of persons who committed crime of small weight and less serious crimes.

Article 4. Exempt from punishment of the persons for the first time condemned for heavy and especially serious crimes for a period of up to 5 years of imprisonment inclusive and who served at least a third of the appointed punishment sentence.
