The government of the Republic of Belarus and the Government of the Azerbaijan Republic which are referred to as further with the Parties

recognizing importance of cooperation in prevention of drift and distribution of quarantine harmful organisms,

proceeding from interests of mutual protection of the territories of the countries from drift and distribution of quarantine harmful organisms during the implementing of commercial contracts and development of commercial intercourses between the Parties,

being guided by desire to expand cooperation in the field of quarantine and protection of plants and to provide coordination of the governmental quarantine activities,

agreed as follows:

Article 1

The terms used in this agreement have the following value:

"harmful organism" - any kind, version or the biotype of plants, animal or pathogenic agents harmful to plants or vegetable products;

"the quarantine harmful organism" - the harmful organism having potential economic value for the zone subject to danger in which it is absent so far or is present, but restrictedly is widespread and serves as object of official fight;

"quarantine material" - any plant, vegetable product, the place of warehousing, packaging, the vehicle, container, the soil and any other organism, object or material capable to serve as the place of the shelter of harmful organisms or to promote their distribution concerning which acceptance of phytosanitary measures is necessary especially when case concerns international carriages.

Article 2

For coordination of sales activity of provisions of this agreement by competent authorities of the Parties are:

from the Republic of Belarus - Public institution "Main state inspectorate for seed farming, quarantine and protection of plants" of the Ministry of Agriculture and Food of the Republic of Belarus,

from the Azerbaijan Republic - Public Service of Phytosanitary Supervision under the Ministry of Agriculture of the Azerbaijan Republic.
