in view of the fact that the bilateral relations in the field of telecommunication, information technologies and mail service shall be under construction in strict accordance with provisions of acts of Universal Postal Union and recommendations of International union of telecommunication, and also other international treaties
considering that interaction and cooperation in the field of telecommunication, information technologies and mail service shall develop on the basis of mutual assistance,
wishing to establish the close legal, economic and technological relations for ensuring smooth functioning of means of communication between the Parties.

The parties will continue and expand cooperation in the field of telecommunications, information technologies and mail service, according to the commonly accepted regulations and the principles of international law, legislations of the Republic of Tajikistan and the Azerbaijan Republic, provisions of acts of Universal Postal Union and recommendations of International Union of telecommunication, to be effective within the powers and opportunities.
The directions of cooperation between the Parties include the following areas relating to information technologies:
a) use of information technologies for enhancement of the organization of activities of public authorities and local government bodies;
b) use of information technologies in health care, including carrying out remote medical consultations;
c) computerization of educational institutions and distance training;
d) development of electronic trading;
e) use of the digital signature.
