The Ministries of Internal Affairs of the Azerbaijan Republic, the Republic of Armenia, the Republic Georgia, the Kyrgyz Republic, the Republic of Latvia, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, Ukraine and the Republic of Estonia which further are referred to as with the Parties
being guided by the principles of equality, mutual understanding and mutual advantage,
proceeding from the Convention on traffic and the Convention on the route signs and signals accepted in 1968 in Vienna at the Conference of the UN on traffic and also the European Agreement of 1971 supplementing them,
aiming to arrange the road message between the states and to increase traffic safety,
wishing to strengthen interaction of the Parties in the solution of law-enforcement tasks in the field of traffic,
agreed as follows:
The parties within the competence, and within this agreement will cooperate with compliance with law of the states with each other in the field of traffic safety.
The parties within the competence provide protection of the rights, freedoms and legitimate interests of all participants of traffic, irrespective of their nationality and place of registration of automotor-vehicles.
Each of the Parties shall provide free acceptance and proper consideration by divisions of the State traffic inspectorate (road traffic police) of claims and statements of participants of traffic and other persons, and also requests of law enforcement agencies of the states of other Parties on the questions which are within their competence.
The parties approve the list and frequency of the direction of the data and statistical data characterizing provision with traffic safety, search of automotor-vehicles and perform exchange of this information.
