Noting that the reliable base of cooperation founded on community of interests and the principles of equality, mutual respect and support provided occurrence GUAM in the international life and created conditions for development of its transregional role as the international structure combining continents

Welcoming broad international participation of the highest level at the Baku Summit and considering it as the certificate of the growing support GUAM and prospects of development of its cooperation with the partner countries and other international organizations,

Emphasizing that such cooperation is performed for the benefit of ensuring democratic stability and dynamic development of the states Guam in all spheres and plays exclusively positive role in the course of their global and regional integration,

Highly appreciating spiritual and cultural heritage of the people of the countries Guam and expressing readiness to promote approval of value of variety of cultures and ethnoses, strengthening of spirit of tolerance,

Expressing deep concern in connection with the continuing crises and the increasing safety hazards proceeding from the international terrorism, aggressive separatism and extremism and the related other dangerous crimes and, with respect thereto, paying the attention of the international community to complexity, gravity and scale of those problems which the states Guam face,
