Proceeding from the principles of humanity and mercy, in connection with the celebration of the 1000 anniversary of the epos "Manas", being guided by article 58 of the Constitution of the Kyrgyz Republic, the Jogorku Kenesh of the Kyrgyz Republic decides:

Article 1

Exempt from custodial sanction, and also from the punishments which are not connected with imprisonment, condemned participants of the Great Patriotic War of 1941-1945.

Article 2

Exempt from custodial sanction of convicts:

a) the interests of the USSR and the Kyrgyz Republic which were involved in fighting on protection after the termination of the Great Patriotic War of 1941-1945;

b) 55 years, and also the women having minor children, and expectant mothers are more senior than women;

c) 60 years, and also the men having dependent on three and more minor children are more senior than men;

d) disabled people of I and II groups, and also patients with severe form of tuberculosis (I and II groups of dispensary accounting).

Article 3

Exempt from punishment of the minors condemned to imprisonment for a period of up to five years inclusive and who were earlier not serving sentence in educational and labor colonies.

Exempt from punishment of persons for the first time condemned for the crimes committed on imprudence to imprisonment for a period of up to five years inclusive containing in colonies settlements for persons condemned to imprisonment, and which left at least one year in places of detention.
