These rules determine procedure for issue of the Russian permissions and special one-time permissions to implementation of the international motor transportation from the territory or on the territory of the third state to foreign carriers, and also foreign permissions and multilateral permissions to the Russian carriers.

The Ministry of Transport of the Russian Federation, being competent authority on implementation of the obligations of the Russian Federation following from international treaties of the Russian Federation in the field of the international automobile communication, and also the obligations determined by membership of the Russian Federation in the international organizations:
a) creates data on annual requirement of the Russian carriers for foreign and multilateral permissions;
