1. The purposes and tasks of this Law are: regulation of the public relations in this sphere for the purpose of providing the favorable circle for accommodation of the person, plant and animal life, preserving purity and improvement of condition of atmospheric air, establishment of the state control of use of the air basin of the cities and industrial centers, other settlements, sources of pollution of atmospheric air, and also strengthening of legality in the field of these relations for the benefit of the present and future generations of people.
1. The basic concepts used in this Law:
- the atmosphere - the gas cover surrounding the earth and consisting generally of nitrogen, oxygen and in small quantity from carbon dioxide and ozone;
- threshold limit value - it is legal or the standard rate of quantity of hazardous substance established by the state authorized body, not influencing health of the person, the environment, flora and fauna;
- ozonosphere - the atmosphere layer lying between 7-8 km over poles, 17-18 km on the equator and with the greatest density at the heights of 20-22 km over the surface of the planet, differing in the increased concentration of the molecules of ozone reflecting tough ultra-violet space radiation, disastrous for living beings.
