DECISION OF COUNCIL OF COLLECTIVE SECURITY OF THE COLLECTIVE SECURITY TREATY ORGANIZATION

About the Annual report of the Secretary general of the Collective Security Treaty Organization and Priority activities of the Collective Security Treaty Organization in the second half of the year 2007 - the first half of the year 2008

Council of collective security of the Collective Security Treaty Organization,

noting accomplishment of decisions of session of Council of collective security of the Collective Security Treaty Organization which took place on June 23, 2006 in Minsk, Priority activities of the Collective Security Treaty Organization in the second half of the year 2006 - the first half of the year 2007,

attaching importance to further increase in potential and role of the Collective Security Treaty Organization in forming of general system of collective security, solved:

1. Take into consideration the Annual report of the Secretary general of the Collective Security Treaty Organization (is attached).

2. Approve the enclosed Priority activities of the Collective Security Treaty Organization in the second half of the year 2007 - the first half of the year 2008.

3. To provide to the Permanent Council under the Collective Security Treaty Organization together with the Secretary general of the Collective Security Treaty Organization control of the course of realization of Priority activities of the Collective Security Treaty Organization in the second half of the year 2007 - the first half of the year 2008.

4. To the secretary general of the Collective Security Treaty Organization together with the Permanent Council under the Collective Security Treaty Organization to submit by November 15, 2007 for approval of the Chairman of the board of collective security of the Collective Security Treaty Organization the draft of the Actions plan on implementation of decisions October (2007) of session of Council of collective security of the Collective Security Treaty Organization.

It is made in the city of Dushanbe on October 6, 2007 in one authentic copy in Russian. The authentic copy is stored in the Secretariat of the Collective Security Treaty Organization which will send to each state which signed this Decision, its verified copy.

Priority activities of the Collective Security Treaty Organization in the second half of the year 2007 - the first half of the year 2008

The difficult international situation and actual level of safety hazards in the action area of the Collective Security Treaty Organization (further - the CSTO and/or the Organization) set for state members of the CSTO new tasks, first of all, in respect of strengthening of their interaction in political, military and military and technical areas, in the field of fight against terrorism and drug traffic. The special attention is required by such threats to peace and stability as distribution of weapons of mass destruction, increase of flows of illegal migration, technogenic and environmental disasters.

It dictates need of increase in efficiency of activities of the CSTO on the specified directions, building-ups of its potential, activation of contacts with other international structures.

I. Cooperation in the field of foreign policy

1. Enhancement of the mechanism of coordination of foreign policy between state members of the CSTO on topical issues of regional and international nature.

2. Realization of the relevant activities of the Plan of the main actions for comprehensive strengthening of interstate cooperation, to forming and development of system of collective security within the CSTO for 2006-2010.

3. Development of the approved approaches, and in case of need, adoption of the corresponding statements of state members of the CSTO on the questions considered in the UN and other international organizations infringing on interests of state members of the CSTO such as "the refrigerated conflicts", human rights, etc.

4. Creation of system of tracking and exchange of information about military-political situation with the purpose of the early prevention, prevention and settlement of the conflicts.

5. Development of cooperation with the UN and its bodies with use of opportunities of Standing committee for cooperation between the UN and the regional organizations for the following directions:

- establishing interaction with the United Nations Organs which are engaged in peacekeeping activities (Department of peace support operations of United Nations secretariat, Management of the UN on drugs and crime, the Commission of the UN on peace-building, etc.);

- establishing contacts with Committee of 1540 of the UN Security Council on non-proliferation;

- development of measures for participation of state members of the CSTO in the Global initiative of suppression of acts of nuclear terrorism;

- participation in implementation of the Action program adopted within the UN on prevention and eradication of illegal trade in small arms and light weapons in all aspects and fight against it.

6. Enhancement of mechanisms of interaction of the CSTO with other international organizations, including OSCE and the EU, SCO, the CIS, EurAsEC, establishing dialogue between the CSTO and NATO in the different directions of cooperation.

7. Continuation of implementation of the Decision of CSTO Council of Foreign Ministers of June 22, 2006 "About the main directions of interaction of state members of the Collective Security Treaty Organization on identification and suppression of arms trafficking in mass destruction, means of its delivery and the materials relating to them", including consultations of experts, establishing regular contacts and development of offers on operational interaction between authorities of state members of the CSTO.

8. Strengthening of coordination of actions of state members of the CSTO on the Afghan direction, including through carrying out consultations with use of potential of the Working group on Afghanistan in case of SMID CSTO.

Adjustment and development of contacts with IRA management, and also General management of homeland security of IRA in the field of fight against terrorism and drug traffic.

Interaction with EurAsEC, Contact group of SCO on Afghanistan. Coordination of efforts within OSCE for the purpose of counteraction to the drug traffic coming from Afghanistan.

9. Implementation of measures, directed to correction of functional and geographical imbalance in activities of OSCE, support of the candidate of the Republic of Kazakhstan for post of the Chairman of OSCE in 2009.

10. Promotion of initiatives of state members of the CSTO of confidence building measures and to safety, including the notification on military transit in large amount and accommodation of foreign troops in others territories, and also about exchange of information about multinational rapid-reaction forces.

11. Exchange of information and consultations on military-political contacts with other international organizations and the third countries, the agreements and arrangements signed with them.

12. Establishing dialogue with special representatives of the European Union on regional security and stability in Central Asia and in South Caucasus, and also on cooperation of state members of the CSTO and the EU in the field of fight against new challenges and threats - terrorism, distribution to OHM, illegal migration and drug traffic.

II. Military cooperation

1. Continuation of forming and development of forces and means of system of collective security of the CSTO in regions of collective security, including development and enhancement of the regulatory legal base regulating activities of the regional (joint) groups of troops (forces) and the single (joint) military systems.

2. Implementation of the Agreement on the operational equipment of the territory, joint use of military facilities of state members of the Collective Security Treaty Organization.

3. Development of military-economic cooperation in format of the CSTO and approval of project proposals of the Program of military-economic cooperation of state members of the Collective Security Treaty Organization for the period till 2015.

4. Preparation of the regulatory legal base regulating creation, accumulating and maintenance in the established regulations of operational inventories of material means and military and technical property for ensuring forces and means of system of collective security.

5. Together with Coordinating Committee concerning air defense in case of SMO of the CIS accomplishment of complex of practical actions for creation of regional air defense systems of the CSTO.

6. Continuation of development of the regulatory legal base of forming and functioning of the joint military systems of the CSTO in regions of collective security, first of all, air defense, investigation, communication and radio-electronic fight.

7. Project development of the Program of creation of management system by forces and funds of system of collective security of the CSTO for the period till 2015.

8. Preparation of the tactical specification on development of the Program of military and technical cooperation of state members of the CSTO.

9. Completion of works on distribution of the preferential principles of military and technical cooperation on deliveries of military products for the military forming which are not part of armed forces of state members of the CSTO.

10. Forming of interstate mechanisms of rendering military technical assistance in development of the Protocol on the mechanism of rendering military technical assistance to state members of the CSTO in cases of emergence of threat of aggression or making of act of aggression.

11. Completion of development of national plans of creation of single system of technical cover of the railroads of state members of the CSTO.

12. Holding joint actions of operational and combat training for the purpose of ensuring operational compatibility of forces and means of system of collective security and governing bodies of the Ministries of Defence of state members of the CSTO.

13. Expansion of military and technical cooperation on the basis of the Agreement on the basic principles of military and technical cooperation between the State Parties of the Agreement on collective security of May 15, 1992 for the purpose of upgrade and equipment of armed forces, other military forming, law enforcement agencies and intelligence agencies of state members of the CSTO new samples of arms and military equipment.

14. Enhancement of approaches and mechanisms of joint preparation of military personnel on the approved specialties and training programs, including trainings for intelligence agencies and law enforcement agencies of state members of the CSTO.

15. Development of offers on creation in format of the CSTO of information and analytical structure on studying of the existing problems and development of evidence-based recommendations about questions of expansion of military and military and technical cooperation.

III. Counteraction to modern challenges and safety hazards

1. On the basis of comprehensive planning implementation of measures for development of mechanisms of counter-narcotics cooperation, enhancement of coordination of activities of law enforcement agencies and intelligence agencies in the field of counteraction to drug trafficking, including on suppression of chains of drug supply in the territory of state members of the CSTO, and also activities of transnational criminal groups.

Using possibilities of complex operational and preventive transaction "Channel", in close interaction with Eurasian group (EAG) on counteraction of legalization of the criminal income and financing of terrorism, development of tools of practical cooperation of competent authorities of state members of the CSTO in fight against "laundering" of the narcoincome.

Participation in work of Parliamentary Assembly of the CSTO on harmonization of national legal systems of state members of the CSTO in the field of fight against terrorism, narcothreat and illegal migration, including human trafficking.

2. Creation of legal and organizational conditions (forming of the corresponding mechanism) for coeducation, preparation and retraining of law enforcement officers and intelligence agencies of the state members of the CSTO including specializing in counteraction to modern challenges and threats.

Development of structure of basic educational institution of additional professional education of law enforcement officers and intelligence agencies of state members of the CSTO, and also use of its potential in case of realization joint with other international project organizations in the field of counteraction to global challenges and threats.

3. Enhancing cooperation of state members of the CSTO concerning fight against the international terrorism taking into account the Global counterterrorist strategy of the UN adopted on September 8, 2006 at the 60th session of the United Nations General Assembly including realization of first-priority measures on:

- to creation, strengthening and enhancement of anti-terrorist capacity of the CSTO for the purpose of effective coordination of actions of diversified departments of state members of the Organization in questions of fight against terrorism;

- to accomplishment of the actions provided by the Program of joint efforts within the CSTO on realization of requirements of law enforcement agencies and intelligence agencies of state members in the field of fight against terrorism and narcothreat;

- to activation and enhancement of activities of the International Anti-terrorist Media Forum (IATMF).

4. Carrying out with participation of competent authorities of state members of the CSTO of joint counterterrorist exercises, including on liquidation of the emergency situations which resulted from acts of terrorism.

5. Continuation of forming of the effective complex mechanism of coordination of interaction of state members of the CSTO concerning emergency response.

Development of the corresponding legal base, Action plan of state members of the CSTO on forming of system of collective emergency response of natural and technogenic nature for the period till 2010, including development of contacts with Interstate council on emergency situations of natural and technogenic nature and the Case of forces of the CIS for mitigation of consequences of emergency situations of natural and technogenic nature.

6. Development and adoption of the Program of collateral actions for forming of information security system of state members of the CSTO.

7. Organization of activities of Coordination council of heads of competent authorities of state members of the CSTO for fight against illegal migration.

8. Holding coalition and regional operational and preventive events and special transactions on fight against illegal migration, human trafficking, including for the purpose of counteraction of sexual and labor exploitation.

9. Implementation of arrangements with International Organization For Migration and other profile international organizations on carrying out within the program of activities of basic educational institution CSTO (VIPK Ministry of Internal Affairs of Russia) of planned trainings and seminars in 2007-2008 for law enforcement officers of the state members of the CSTO participating in counteraction of illegal migration.

Development of common positions on cooperation of state members of the CSTO with the international organizations dealing with issues of counteraction of illegal migration (Council of the states of the Baltic Sea, Management of the High Commissioner for refugees of the UN, OSCE).

10. Counteraction to illicit movement on the territories of state members of the CSTO of arms, military equipment, ammunition, military explosives, the weapons of mass destruction (WMD) and its components, and also raw materials, materials, the equipment, technologies which can be applied to creation to OHM, means of its delivery.

IV. Normative legal support of activities of the CSTO

1. Participation in activities of Parliamentary Assembly of the CSTO and the Working group on harmonization of the national legal system, the organization of inter-parliamentary interaction, including with parliamentary associations of other international organizations in the field of safety.

2. Preparation and submission to Council of collective security of offers on development of the regulatory legal base of the CSTO according to regulations of the Declaration of state members on further enhancement and increase in efficiency of organization activity.

3. Assessment of results of realization by state members of provisions of the international treaties signed within the CSTO, decisions of Council of collective security made in 2004-2006, development of suggestions for improvement of normative legal support of authorized tasks.

4. Completion of work on approval and representation for consideration of authorized bodies of the CSTO of the draft agreement concerning jurisdiction and rendering legal assistance on the cases connected with stay of military forming of forces and means of system of collective security in the territories of state members of the CSTO, and the draft of the Protocol on modification and amendments in the Agreement on legal status of the CSTO.

5. Implementation of the actions provided by the Program of legal support of implementation of the Plan of the main actions, joint with MPA of the CIS, for comprehensive strengthening of interstate cooperation, to forming and development of system of collective security within the CSTO for 2006-2010. Participation in development of recommendations about harmonization of national legal systems of state members of the CSTO in the field of fight against illegal migration and recommendations about distribution of the principles and terms of agreement of preparation of military personnel for state members of the CSTO on system of training of specialists for law enforcement agencies and special services.

V. Information work

1. Building-up at national and international levels of information and propaganda potential on information maintenance of activities of the CSTO, fixing of its positive image and role as effective regional multipurpose Organization of safety.

Development of the approved approaches to the organization of information and analytical maintenance of activities of the CSTO, exchange of up-to-date information on the existing problems and threats of regional and homeland security.

Further work on promotion of special projects on Mir Intergovernmental TV & Radio Company and national broadcasting companies on subject of the CSTO.

Development and approval in state members of the CSTO in accordance with the established procedure the draft of the target Program "Complex Measures for Information and Propaganda Support and Promoting of the Collective Security Treaty Organization for the Period till 2010 and Further Perspective".

2. Enhancement of exchange of information in the field of foreign policy, safety and defense.

3. Expansion of the sphere of monitoring of the information activities of the third states and international organizations performed in zone of responsibility of the CSTO, the organization of effective information counteraction to the international terrorism, extremism and narcothreat.

4. Rendering assistance to work of the International anti-terrorist Mediaforum (MAMF) created under the auspices of the CSTO according to the directions designated in the Protocol on cooperation between the Secretariat of the Collective Security Treaty Organization and the International anti-terrorist media forum.

Holding problem seminars within the CSTO with involvement of experts for discussion of questions and development of recommendations in the field of information counteraction of state members of the CSTO to modern challenges and threats.
