The government of the Russian Federation and the Government of the Republic of Latvia which further are referred to as with the Parties

aiming to cooperate in the field of peaceful use of atomic energy,

confirming commitment of both Parties to strengthening of non-proliferation regime of nuclear weapon on the basis of the Nuclear Non-Proliferation Treaty of July 1, 1968,

wishing to exclude stay and use of highly enriched uranium in the Republic of Latvia,

being guided by the regulating documents of International Atomic Energy Agency,

agreed as follows:

Article 1

For the purposes of this agreement the used concepts mean the following:

"the irradiated nuclear fuel" - the irradiated heat-generating assemblies of the research reactor of the State agency on management of dangerous wastes (Salaspils, the Republic of Latvia) of the Russian production which are in the Republic of Latvia on the date of entry into force of this agreement;

"operator" - the person designated or recognized by the state responsible for nuclear installation in quality of the operator of this installation.

Article 2

Subject of this agreement is import to the Russian Federation of the irradiated nuclear fuel of the research reactor of the State agency on management of dangerous wastes, Salaspils, the Republic of Latvia, for the purpose of temporary technological storage and the subsequent conversion.

Article 3

Each Party appoints Executive body for accomplishment of this agreement. The executive body from the Russian Side appoints Federal agency on atomic energy, from the Latvian Side - the Ministry of the circle of the Republic of Latvia. In case of change of names or functions of executive bodies of the Party without delay inform each other on it through diplomatic channels.
