1. Approve "Safety rules in case of production and consumption of products of separation of air".

2. Send "Safety rules in case of production and consumption of products of separation of air" into registration to the Ministry of Justice of the Russian Federation.

Safety rules in case of production and consumption of products of separation of air

Chapter I. General provisions

1.1. Safety rules in case of production and consumption of products of separation of air (further - Rules) extend to productions and objects of the organizations (irrespective of their industry accessory and forms of business and patterns of ownership) connected with production and consumption of products of separation of air (oxygen, nitrogen, argon, krypton, xenon, neonogeliyevy mix) and their mixes.

Rules establish requirements which observance ensures industrial safety in the specified productions, are directed to the prevention of accidents, industrial traumatism and ensuring readiness of the organizations operating hazardous production facilities to localization and mitigation of consequences of accidents.

1.2. Designing, construction, operation, reconstruction, expansion, modernization, preservation, liquidation of objects of production and consumption of the air separation products (ASP), production, installation, adjustment, servicing and repair of technical devices, carrying out preparation and employee assessment is performed according to requirements of these rules, "General rules of industrial safety for the organizations performing activities in the field of industrial safety of hazardous production facilities" (further - OPPB), the approved resolution of Gosgortekhnadzor of Russia of 18.10.02 N61-A registered by the Ministry of Justice of the Russian Federation 28.11.02, рег. N3968 (Russian newspaper, N 231, 05.12. 02), and also the operating construction regulations and rules, regulations of process design and other normative and technical documents in the field of industrial safety approved in accordance with the established procedure.

1.3. The specific requirements for ensuring industrial safety characteristic of objects of consumption of PRV of separate engineering procedures and industries can be established by the industry specifications and technical documentation. The industry specifications and technical documentation shall not contradict requirements of these rules.

1.4. The procedure and conditions of safe operation of technical devices, conducting engineering procedures and works is determined by the corresponding instructions developed and approved in accordance with the established procedure.

The list of obligatory instructions affirms the technical lead of the organization.

1.5. Operational documentation is subject to revision (updating) in accordance with the established procedure.

1.6. In the organizations the list of works of the increased danger approved by the technical lead of the organization is developed.

The specialists and workers having special professional training and the corresponding qualification are allowed to performance of works of the increased danger.

Works of the increased danger are performed by crew at least from two people, and work in technical devices (intra block space, etc.) and vessels (capacity devices) - crew at least from three people.

1.7. Works of the increased danger are performed according to the work permit containing the organizational and technical actions providing safe work in specific conditions.

The form of the work permit is established by the operating organization in coordination with territorial authorities of Gosgortekhnadzor of Russia.

1.8. Periodically repeating works of the increased danger on procedural servicing of technical devices which are carried out by permanent staff of object (the workshop, the site), can be carried out according to specially developed instructions without execution of the work permit.

1.9. In each organization liquidation plans (localizations) of accidents (PLA) shall be constituted.

PLA are reviewed in accordance with the established procedure and affirm a month before the end of action of earlier approved plan.

1.10. Reduction of the operating productions (objects) in compliance with requirements of these rules is performed by management of the organization in the terms coordinated with territorial authorities of Gosgortekhnadzor of Russia.

Before reduction of the operating productions and objects in compliance with requirements of these rules the additional actions providing safe operation of production are developed and approved with territorial authorities of Gosgortekhnadzor of Russia.

Chapter II. Territory of productions and objects of the organizations. Buildings and constructions

2.1. Placement of objects, certain buildings and constructions of production and consumption of PRV shall conform to the project and requirements of these rules.

2.2. Platforms on which vessels and slivonalivny devices of liquid PRV, and also places of filling and emptying of transport vessels with liquid PRV are placed shall have continuous covering from concrete or other nonflammable materials. Use of asphalt, organic coverings and wooden cross ties on railway tracks, in places of modulation of liquid PRV is not allowed.

In borders of platforms the structure of channels, trenches, priyamk, wells, ladders of the stormwater drainage system and other underground constructions is not allowed.

2.3. All metal designs (support of vessels and communications, platforms, ladders, etc.) located within platforms according to item 2. 2, and also at the distance from vessels with liquid PRV determined by regulations by designing of productions of PRV are established on the concrete bases with the mark of top exceeding platform mark in m 0,2 at least.

2.4. Ladders of the stormwater drainage system, priyamka and the cellars located outside platforms with vessels and slivonalivny devices of liquid PRV at distance of less 10,0 of m shall have concrete barrier (threshold) height of at least 0,2 of m from the party turned to the platform and support dimensions of the protected objects of at least 1,0 of m.

2.5. It is not allowed to place any technical devices and materials or products which are not connected with production process, acceptance, storage and issue of liquid PRV in borders of platforms with devices LIE, vessels of liquid PRV and slivonalivny devices.

2.6. The platforms with technical devices (stationary vessels, slivonalivny devices and gasifiers of liquid PRV, gas-holders, recipients and filling (digit) collectors, etc.) placed out of the building on objects of consumption of PRV shall have barriers from nonflammable materials. Height of barriers in case of placement of platforms in the territory having general barrier shall be at least 1,2 of m, in case of arrangement of platforms out of the protected territory - m 2,0 suffices.

It is allowed to use the metal gauze to the device of barrier.

It is allowed not to include in limits of barrier of the parking lot of automobile and railway transport vessels in case of modulation or gasification of liquid PRV provided that for the period of accomplishment of transactions these places will be closed for journey of transport of other appointment.

2.7. In the rooms intended for the parking of cars with vessels of liquid PRV, the device of viewing ditches and other priyamk is not allowed.

2.8. Roads, drives, sidewalks, outside ladders, platforms and transitions need to be kept in working order, to be repaired and be lit timely at night.

Drives and approaches to the fire equipment, hydrants, reservoirs and pools of coolers shall be always free, are equipped with the indexes lit in night-time.

2.9. In the territory of the organizations dimensions of approach of buildings and constructions and railway vehicles of the railroads of track 1520 (1524) mm and track of 750 mm are accepted according to the existing standards and regulations of designing.

2.10. Places of crossing of railway tracks by highways and crosswalks shall conform to the project and requirements of these rules.

In reasonable cases crossing with railway tracks at the different levels is allowed.

2.11. Oganization develops traffic patterns of vehicles and pedestrians on the territory of production, object. Traffic patterns are hung out in the territory of the organization and in all production rooms (workshops, departments, etc.).

2.12. The design of elements of buildings in which the productions using hydrogen and other combustible gases are placed shall exclude formation of congestive zones and not ventilated sites.

2.13. The device of floors shall conform to the project and requirements of these rules.

Floors in rooms shall be steady against the mechanical, temperature, chemical and other impacts made in production process.

In explosive and fire hazardous zones of rooms floors are carried out in sparkless execution.

2.14. All building constructions of buildings and constructions which are under the influence of aggressive environment are protected from corrosion according to the project and requirements of these rules.

2.15. Operation (content, supervision and repair) of building constructions of factory buildings and constructions and control over their condition shall conform to the project and requirements of these rules.

2.16. Borders of drives and passes in production rooms shall have barriers or special marking.

2.17. Production rooms should be kept clean. Depending on category of the room the procedure for cleaning of floors and other building constructions is established.

Blocking up of workplaces, passes, exits from rooms, passes to fire extinguishing means, safety and communication is not allowed.

2.18. Accumulating of dust on building constructions in rooms, on platforms of servicing and on technical devices is not allowed.

2.19. Roofs of buildings shall be cleared of dust, snow and ice. Works on cleaning of roofs are performed according to the instruction approved by the technical lead of the organization.

2.20. The device of protection of buildings, constructions and outside installations from direct strokes of lightning and its secondary manifestations is determined by the project.

Chapter III. Heating, ventilation and air conditioning. Plumbing and sanitary. Lighting

3.1. The device and placement of systems of ventilation, heating and air conditioning shall conform to the project and requirements of these rules.

3.2. The volume fraction of oxygen in air of production rooms of production of PRV shall constitute at least 19 and no more than 23% and to be ensured smooth operation of systems of supply and exhaust ventilation.

Operation of technical devices which operation is followed by release of hazardous, explosion-fire-hazardous and flammable substances, with defective system of ventilation is not allowed.
