Approve the Procedure for use in 2008 for the means provided in the government budget for implementation of financial support of the companies of agro-industrial complex via the mechanism of reduction in cost of the credits which is applied.

1. This Procedure determines use mechanism in 2008 of the funds provided by Minagropolitiki in the government budget according to the "Implementation of Financial Support of the Companies of Agro-industrial Complex via the Mechanism of Reduction in Cost of the Credits" program which are allocated for partial compensation of interest rate for the short, average and long-term loans attracted with the companies of agro-industrial complex in banks, and also to short-term loans attracted in credit unions (further - compensation).
The loan attracted no more than on 12, medium-term - from 12 to 36, and long-term - from 36 to 60 calendar months is short-term. Also the loans attracted in 2005-2006 as long-term for the period to 36 calendar months belong to medium-term. At the same time in connection with the conditions caused by the global financial crisis the term for which the loan, for its prolongation by bank, but no more than till June 1, 2009 was granted increases.

Minagropolitiki performs within five working days in coordination with the Ministry of Finance distribution of budget settings between the ministry of agrarian policy of the Autonomous Republic of Crimea, head departments of agro-industrial development regional and management of the industry and agro-industrial development Sevastopol city the state administrations is pro rata to annual average production volume of gross output of agricultural industry (in the comparative prices of 2005) for 2004-2006 according to data of bodies of the state statistics on assignment of amounts of the compensation means necessary for reduction in cost of the transitional loans attracted during 2005-2007 which amounts prove to be true according to monthly calculations by the companies borrowers given the ministry of agrarian policy of the Autonomous Republic of Crimea head departments of agro-industrial development regional and management of the industry and agro-industrial development Sevastopol city state administrations.
The ministry of agrarian policy of the Autonomous Republic of Crimea, head departments of agro-industrial development regional and managements of the industry and agro-industrial development Sevastopol city the state administrations provide within three working days after receipt from Minagropolitika of information on distribution of budget settings at least than 50 percent of the finished annual amounts for compensation on average and long-term loans. At the same time the budgetary funds provided for reduction in cost of average and long-term loans go in first-priority procedure to partial compensation of loan interest rate which are provided for implementation of the innovative projects aimed at the development of agro-industrial complex.
The ministry of agrarian policy of the Autonomous Republic of Crimea, head departments of agro-industrial development of the Regional State Administrations perform within three working days distribution of the budget settings provided for compensation on short-term loans between managements of agro-industrial development of the district state administrations is pro rata to annual average production volume of gross output of agricultural industry (in the comparative prices of 2005) for 2004-2006 according to data of bodies of the state statistics.
After approval of distribution of budget settings of Minagropolitiki submits within three working days to the State Treasury the register of changes of distribution of indicators of summary estimates and plans of assignments by regions it is pro rata to the approved distribution of budget settings.
