For the purpose of ensuring single approach to the concepts "types of nature protection activities" (nature protection actions) and "nature protection objects", and also for the complete cost accounting on nature protection activities I order:

1. Approve No. 06/224-1984 "Qualifier of types of nature protection activities and costs for environmental protection" developed in execution of the order of the Cabinet of Ministers of the Republic of Belarus of October 22, 1996.

2. Cancel "The list of the constructions intended for environmental protection and improvement of ecological situation", No. approved by the Minister of natural resources and environmental protections on April 16, 1996 1338, and the "List of nature protection actions" approved by the order of Ministry for Protection of the Environment and Natural Resources of July 12, 1996 No. 162.

3. To management of economy and organization of environmental management and Information directorate to publish the specified Qualifier and to bring for management in work to bodies of Ministry for Protection of the Environment and Natural Resources and the interested ministries.

Qualifier of types of nature protection activities and costs for environmental protection (KVPOD)

Introduction

The nature protection activities directed to the solution of such social and economic task as environmental protection are the integral, but isolated component of economic activity of society.

As well as any economic activity it requires attraction of labor, material and financial resources that causes need of planning, regulation, accounting and control of the funds allocated in nature protection field of activity and results which are achieved at the expense of expenditure of these means.

Specific forms of nature protection activities are the current nature protection activities and nature protection actions.

The current nature protection activities - continuously performed activities directed to achievement of stability (prevention of deterioration) or environmental improvement. The current nature protection activities are connected, generally with operation of funds of nature protection appointment, and in certain cases - with attraction of the fixed business assets which are directly used for implementation of nature protection activities. The current activities are not connected with creation of fixed assets.

Nature protection actions are the nature protection activities directed to significant improvement of condition of the surrounding environment or to creation of conditions for its improvement. Creation of fixed assets of nature protection appointment, or direct impact on state of environment can be result of nature protection action.

The problem of the correct assessment of the total value and expense structure on environmental protection becomes the major task not only ecological statistics, but also nature protection policy now in general. It is determined by variety of reasons, the most important of which are:

- need of calculation of share of all environmental costs as a part of the gross domestic product during the forming and reasons for individual clauses of the government budget, development of long-term state programs, etc.;

- preparation of statistical data for forming of optimum tax policy, adjustment of payments for environmental pollution and use of natural resources;

- stimulation of credit policy regarding investment of activities for environmental protection, the organization of ecological insurance;

- carrying out the international comparisons both within the CIS, and with other countries for comparison of actual scales of nature protection activities and the course of accomplishment of the undertaken obligations and other aspects. With respect thereto, hereunder on the basis of the international standard statistical classification of nature protection objects and expenses on environmental protection and taking into account the accumulated experience classification approaches for determination of nature protection activities and the correct reference of costs to category of nature protection are provided.

This Qualifier of costs for nature protection activities will allow to increase effective management of nature protection activities in the Republic of Belarus.

1. General provisions

1.1. This Qualifier of types of nature protection activities (further - KVPOD) is intended for:

- allocations of nature protection activities and objects from all set of different types of economic activity;

- forming of data on nature protection activities in aggregative type at all levels of management of the national economy;

- the correct cost determination on nature protection activities.

1.2. KVPOD shall be used by the central and territorial authorities of Public administration and control, local executive and administrative organs, subjects of managing in case of:

- to development of the State and local programs, and also territorial complex schemes of environmental protection;

- forming of the State statistical reporting under environmental protection;

- calculation of taxes;

- designing of nature protection objects;

- inventory counts of the fixed assets relating to nature protection activities;

- certification of the companies and other subjects of managing;

- planning of research and development works in the field of environmental protection.

1.3. KVPOD includes the most characteristic types of nature protection activities by certain environments:

- protection of atmospheric air;

- protection of water resources;

- protection of lands and subsoil;

- protection of biodiversity and landscapes, including:

protection of forest resources and not forest vegetable complexes,

protection and reproduction of fauna, the complex directions of nature protection activities (creation, development and ensuring functioning of especially protected natural territories and objects);

- special spheres of nature protection activities (treatment of production wastes and consumption, fight against noise and vibration);

- management and control in the field of nature protection activities.

1.4. KVPOD includes only those types of nature protection activities and objects which have a direct bearing on environmental protection.

1.5. KVPOD allows reference to nature protection activities of the types of activity which are not included in characteristic (according to this KVPOD) if these activities do not contradict the nature protection legislation, is provided by the nature protection programs and actions approved with the state regulatory authorities on environmental protection. In disputable cases the decision is made by the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.

1.6. The structure and content of KVPOD considers the recommendations of conference of the European statisticians stated in Single European standard statistical classification of nature protection objects and expenses on environmental protection (Paris, on June 13-17, 1994, the document CES/822).

2. Characteristic types of nature protection activities

2.1. Protection of atmospheric air

2.1.1. Modification (enhancement) of production processes (including transition to other types of fuel, raw materials, materials, etc.) for the purpose of reduction (liquidation) of emissions of pollutants in atmospheric air.

2.1.2. Construction, reconstruction, upgrade, operation, capital and running repair of installations and devices for cleaning (catching), neutralization, suppression, neutralization (physical, chemical, biological and other methods) of the pollutants containing in the gases departing from allocation sources (except gas-dust removal systems and technical devices which are elements of the technological scheme).

2.1.3. Development and installation of converters of exhaust gases of portable sources of pollution.

2.1.4. Development and production of the equipment, installations and devices for cleaning, neutralizations, suppression and neutralizations of emissions of pollutants from stationary sources of pollution.

2.1.5. Creation and operation of stations (Items, posts) on check and adjustment of toxicity of exhaust gases of portable sources of pollution.

2.1.6. Creation and operation of automated control systems for traffic in the cities.

2.1.7. Work on conclusion from fuel of lead-bearing connections.

2.1.8. Creation and operation of stations, posts, constructions, laboratories and separate devices for observation and control of emissions and indicators of pollution of the atmosphere.

2.2. Protection of water resources

2.2.1. Modification (enhancement) of production processes for the purpose of reduction (liquidation) of dumpings of sewage into water objects.

2.2.2. Construction, reconstruction, upgrade, operation, capital and running repair:

- constructions, stations, installations and devices for cleaning and after-treatment of sewage;

- pilot plants and workshops at the companies connected with development of methods of sewage treatment;

- inshore facilities for acceptance from courts of economic and household and other sewage, and also garbage for utilization, warehousing and cleaning;

- sewer networks and constructions on them * for collection, transportation and removal of sewage for further cleaning, utilization or accumulating.

2.2.3. Construction, reconstruction, operation, capital and running repair:

- water supply systems, including with the closed cycles (with return for needs of technical water supply of the fulfilled waters after their preliminary cleaning and processing), including systems of hydraulic ash removal and hydroremoval of slimes, turnover systems of production appointment, and also systems of reuse of the water including arriving from other companies.?

- installations, the equipment and the technical fleet on collection of oil, fuel oil, garbage and other liquid and solid waste from water areas of the rivers, reservoirs, ports, and also holding actions for additional equipment of the operating courts according to requirements of the International convention for prevention of pollution of the sea oil products;

- special water storage basins *;

- water filterings, water irrigations, special stores of sewage.

2.2.4. Providing and maintenance of the detention regime of the water protection zones and zones of sanitary protection of water intakes (implementation of complex of the technological, hydrotechnical, sanitary and other actions directed to prevention of contamination, pollution and depletion of water resources) set by the legislation.

2.5.5. Regulation of drain of the small rivers, clearing of their beds and other actions for change and maintenance of the special hydrological mode and sanitary condition of the small rivers.

2.2.6. Holding actions for reuse of exhaust and drainage waters and improvement of their quality (heat-sink reservoirs, settlers, constructions and devices for water aeration, screens for detention of pesticides and others).

2.2.7. Holding actions for liquidation of the center of pollution of underground waters, localizations of area of pollution of underground waters.

2.2.8. Construction, reconstruction, operation and capital repairs of the installations and constructions intended for maintenance of level of ground waters in natural state.

2.2.9. Construction, reconstruction, operation and capital repairs of the installations and constructions intended for purification of the ground and underground waters which underwent to technogenic pollution.

2.2.10. Creation and operation of stations, posts, constructions, specialized network of the observation wells, laboratories and separate devices for observation and control of the level of pollution superficial, underground and sewage.

2.3. Protection of lands and subsoil

2.3.1. Implementation of the actions for recovery broken economic and other types of activity of lands (recultivation).

2.3.2. Protection of soils against water and wind erosion, salinization, depletion, flooding, bogging and other adverse effects.

2.3.3. Preserving peat soils.

2.3.4. Construction, operation, capital and running repair of antierosion hydraulic engineering constructions, creation of protective forest strips, fixing of ravines, terracing of steep slopes.

2.3.5. Liquidation of the thrown and idle wells, тампонаж and transfer into the crane mode of the self-streaming artesian wells.

2.3.6. Holding actions for decrease in losses in case of development of mineral deposits.

2.3.7. Holding actions for increase in coefficient of extraction of useful components in case of development of mineral deposits.

2.3.8. Creation and operation of stations, posts, constructions, laboratories and separate devices for observation and control of the level of pollution of soils.

2.4. Liquidation of production wastes and consumption

2.4.1. Modification (enhancement) of engineering procedures for the purpose of reduction (liquidation) of production wastes and consumption.

2.4.2. Construction, reconstruction, operation, capital and running repair of constructions and installations for:

- collection and transportation of production wastes and consumption;

- processings (conversion), utilization and waste disposal of production and consumption (bookmark in the deep underground horizons, burning, burial, etc., construction of stations on conversion of waste, the musoropererarabatyvayushchy and waste burning plants, polygons for warehousing, etc.);

- collection and conversion of secondary material resources;

- installations and constructions for collection, transportation, conversion and liquidation of the liquid production waste contaminating reservoirs or underground waters.

2.4.3. Creation and operation of stations, posts, constructions, laboratories and devices for observation and control of level of pollution of the environment as a result of activities for the treatment of production wastes and consumption.

2.5. Fight against noise and vibration *

2.5.1. Modification (enhancement) of engineering procedures for the purpose of noise reduction and vibration.

2.5.2. Construction, operation, capital and running repair of the constructions and devices reducing the noise level and vibrations from road, rail, navigable and air transportation, and also from construction and agricultural devices and aggregates.

2.5.3. Construction and operation of laboratories for observation and control of noise level and vibration.

2.6. Protection of forest resources and not forest vegetable complexes

2.6.1. Implementation of actions for protection of the woods against wreckers and diseases.

2.6.2. Implementation of actions for forest conservation from the fires and to suppression of the fires in the woods and on peat bogs.

2.6.3. Implementation of actions for gardening of residential locations.

2.7. Protection and reproduction of fauna

2.7.1. Implementation of actions for protection and reproduction of wild animals (biotechnical actions, including resettlement of wild animals and birds, creation of nurseries and farms for cultivation of wild animals and birds, and also procurement of forages for their top-dressing and others).

2.7.2. Implementation of actions for protection and reproduction of fish inventories (creation and operation of specialized fish nurseries and other fish-breeding objects for reproduction and cultivation of fish for its installation in natural reservoirs, actions for introduction or acclimatization of valuable breeds of fishes, construction of fish-passing constructions, the equipment of fish-protecting devices on constructions on fence of surface water, etc.).

2.8. Creation and development of the nature protection territories

2.8.1. Creation and content of reserves, national parks, nature sanctuaries, wildlife areas, genetic wildlife reserves, and also dendrology parks and botanical gardens (construction, operation and capital repairs of the buildings, laboratory cases, the museums, show flats and other constructions necessary for functioning of the protected territories, creation of conservation zones around reserves, holding veterinary, fire-proof and other actions).

2.8.2. Holding actions for recovery of the hydrological mode of especially protected natural territories, on preserving the habitat of the rare and being under the threat of disappearance types (subspecies, populations) of plants and animals.

2.9. Research, project and other developments

2.9.1. Creation and functioning of the automated monitoring systems of the environment of different levels (stations, posts, laboratories and separate devices, etc.) based on modern communication systems and computer networks with use of the latest Gistekhnology and means of cartography.

2.9.2. Development and maintaining inventories of natural resources, banks and databases in the field of natural resources and environmental protection on the basis of modern computer systems with use of information of the worldwide computer networks like Internet.

2.9.3. The research, project and developmental works providing the types of activity listed in this KVPOD.

2.9.4. Development of comprehensive territorial programs (schemes) on environmental protection, the normative legislation in the field of environmental management and environmental protection.

2.9.5. Carrying out comprehensive ecological examination of the territories, objects of industrial function.

2.9.6. Conducting environmental assessment of projects of economic activity, expert assessment works of impact on the environment.

2.9.7. Creation and content of specialized research institutions, departments, laboratories of environmental protection and rational use of natural resources of state control bodies and managements.

2.10. Management of activities in the field of environmental protection and rational use of natural resources

2.10.1. Creation and functioning of state bodies on environmental protection and on providing system of observations of condition and environmental pollution, and also the relevant regional divisions.

2.11. Ecological education, training, informing

2.11.1. Training of specialists in the highest and average special educational institutions in the directions "Environmental Protection and Rational Use of Natural Resources", "Environmental Management Economy", "Bioecology", "Teplogazoobespecheniye, Ventilation and Protection of Atmospheric Air", "Water Supply, Water Disposal, Cleaning Natural and Sewage" and others.

2.11.2. Preparation and advanced training of specialists of different industries in the field of environmental protection and rational environmental management (schools, rates, seminars).

2.11.3. Holding lectures, seminars, conferences, symposiums, tenders, exhibitions, the edition of scientific, educational and popular literature, special bulletins and other materials on paper and magnetic carriers, release film, videos, TV and broadcasts concerning environmental protection and rational environmental management.

2.12. Protection of ozone layer

2.12.1. Modification (enhancement) of production processes for the purpose of reduction (termination) of use of ozone-depleting substances and their emissions in the environment.

2.12.2. Development, creation and operation of installations and constructions for collection, conversions and utilizations of ozone-depleting substances.

2.12.3. Development, creation and operation of stations, posts and observation of content of ozone in the atmosphere.

2.13. International cooperation

2.13.1. Works on preparation of Conventions and two-(many) third-party agreements in the field of environmental protection and rational use of natural resources and on their accomplishment.

2.13.2. Exchange of delegations and carrying out the international negotiations.

2.13.3. Development and carrying out joint projects and programs and their realization.

3. Nature protection objects

3.1. Protection of atmospheric air

3.1.1. All types of constructions, installations and devices on cleaning, neutralization, neutralization of emissions in the atmosphere of pollutants (except gas-dust removal systems which are elements of the technological scheme and serve for product receipt).

3.1.2. Constructions, installations, stations, posts, laboratories of monitoring of condition of the atmosphere and control of emissions of pollutants in the atmosphere of air (stationary, portable).

3.2. Protection of water resources

3.2.3. Constructions and equipment of systems of turnover and repeated water supply.

3.2.4. Constructions on regulation of the hydrological mode of water objects (water retaining constructions, protective and protective dikes, shore protection constructions, drainage pumping points), and also fish-protecting constructions on water intakes and hydraulic engineering constructions.

3.5. Protection and reproduction of fauna

3.5.1. The fixed business and non-productive assets used for protection and reproduction of fauna (fish nurseries, fish-passing constructions, fish-protecting devices, open-air cages and farms on cultivation of wild animals and birds, other subjects to cultivation of fauna).

3.6. Creation and development of especially protected suburban territories and objects

3.6.1. The fixed business and non-productive assets which are property of reserves and also the fixed business assets used for the organization of protection and conducting scientific activities in national parks.

3.6.2. Fixed business and non-productive assets of stations of young naturalists, museums of the nature, zoos, botanical gardens and dendrology parks.

3.7. Research activities

3.7.1. 4. Main types and cost groups of ecological appointment

4.1. 4.2. Main types and cost groups of ecological appointment are created according to the types of nature protection activities given in this KVPOD.

Investments on updating, reconstruction, replacement and expansion of fixed assets of nature protection appointment which list is provided in instructions for creation of the statistic report for form 18-kc belong to capital investments on actions for environmental protection and rational use of natural resources.

4.3.4. Charges of reserves and other especially protected natural territories, and also costs for protection of resources of fauna, protection of forest resources and other elements of landscape.

The expenses allocated from the budget and other sources of financing for their maintenance including the salary of employees of these organizations and organizations belong to charges of especially protected natural territories (reserves, national parks and others). 4.3.5. Costs for scientific research in the field of environmental protection and rational use of natural resources.

All costs for research and development, expenses on development of scientific and technical programs and projects, the normative legislation, expert assessment works of impact for the environment belong to costs for scientific research in the field of environmental protection and rational use of natural resources (the statistical reporting under form 1 science, calculations, selections, etc.).

4.3.6. Charges of state bodies on environmental protection and rational use of natural resources.

To charges of state bodies on environmental protection and rational use of natural resources the salary, household and other expenses of the Ministry of Natural Resources and Environmental Protection, Ministry of forestry (regarding protection and recovery of the woods), Committee on hydrometeorology and control of the environment (without meteorological functions), Committee on land resources, geodesy and cartography, other corresponding management structures nature protection activities both for central office, and for local divisions treat (including expenses on implementation of environmental control and conducting monitoring). Cost data are generalized under the summary financial statements on execution of the estimate of budgeted and other expenses of the relevant managerial organs this to the summary statistical reporting on the number of workers and the salary, one-time inspections and calculations.

Compensation of workers, costs for lease of rooms and transport, payment of different utilities for content of organizations and the organizations, current costs on purchase of means of environmental control, different overheads, etc. shall be part of the specified costs.

4.3.7. Costs for ecological education and education (training of the corresponding specialists).

Expenses on training of specialists in the highest and average special institutions in the field of environmental protection and rational use of natural resources belong to costs for ecological education and education. Cost data are generalized on the basis of calculations and estimates, one-time inspections, the available statistical reporting by training.

4.3.8. Costs for international cooperation in the field of environmental protection and rational use of natural resources.

Expenses on repayment of external debt of the republic, contribution payment in global Conventions and on agreements with the international organizations, on providing and implementation of investment projects, and also entertainment expenses for external activities belong to costs for international cooperation in the field of environmental protection.
