About measures for ensuring information security of the Russian Federation when using information and telecommunication networks of the international information exchange

For the purpose of ensuring information security of the Russian Federation when using the information and telecommunication networks allowing to perform information transfer through frontier of the Russian Federation including when using the international computer network "Internet", I decide:

1. Determine that:

a) connection of the information systems, information and telecommunication networks and computer aids applied to storage, processing or the information transfer containing the data which are the state secret or information which owners are state bodies and which contains the data which are official secret to the information and telecommunication networks allowing to perform information transfer through frontier of the Russian Federation, including to the international computer network "Internet" (further - information and telecommunication networks of the international information exchange) is not allowed;

b) in need of connection of the information systems, information and telecommunication networks and computer aids specified in the subitem "an" of this Item to information and telecommunication networks of the international information exchange such connection is made only with use of the means of information protection which are specially intended for this purpose, including the cryptography (cryptographic) tools which underwent in the procedure established by the legislation of the Russian Federation certification in Federal Security Service of the Russian Federation and (or) received confirmation of conformity in the Federal Service for Technical and Export Control. Accomplishment of this requirement is obligatory for operators of information systems, owners of information and telecommunication networks and (or) computer aids;
