Being guided by the principles of humanity, and in connection with the celebration of the fifth anniversary of independence of Turkmenistan I decide:

1. Exempt from punishment of convicts:

a) women;

b) disabled people of I and II groups;

c) TB patients of active form (first group of dispensary accounting), malignant oncological diseases II, III, IV groups;

d) minors and persons who committed crime aged up to 18 years;

e) the participants of the Great Patriotic War, persons who were involved in fighting on protection of interests of the Homeland and fulfilling international duty, persons awarded with awards and medals of the USSR for dedicated work in the period of the Great Patriotic War of 1941-1945, and also persons awarded with awards and medals of the USSR and Turkmenistan for valorous work;

e) 60 years are more senior than men.

2. Exempt from punishment:

a) the persons who committed crime on imprudence, condemned for a period of up to 10 years of imprisonment inclusive;

b) persons condemned for intentional crimes for a period of up to 5 years of imprisonment inclusive.

3. Exempt from punishment of convicts irrespective of type of crime and the appointed punishment term at remaining period on the date of the introduction of this Decree in which force constitutes no more than 1 year, except persons specified in the Items "in", "g" and "d" of article 9 of this Decree.

4. Exempt from punishment conditionally the convicts condemned to imprisonment with delay of execution of sentence, conditionally condemned to imprisonment with obligatory labor involvement conditionally exempted from places of detention with obligatory labor involvement, and also convicts to other punishments which are not connected with imprisonment.
