1. Approve enclosed:

Instructions for use electrical energy;

Instructions for use heat energy.

2. In accordance with the established procedure to provide to department of power industry and coal industry state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To impose control of execution of this order on Department of power industry and coal industry (Bertisbayev N. B.).

4. This order becomes effective from the date of official publication.

Instructions for use electrical energy

1. General provisions

1. Instructions for use are developed by electrical energy (further - Rules) according to the Law of the Republic of Kazakhstan "About power industry".

The relations arising between the power making, power transferring, power supplying organizations and consumers of electrical energy in the wholesale and retail markets are regulated by the civil legislation of the Republic of Kazakhstan, Rules and other regulatory legal acts.

Rules determine procedure for use of electrical energy of consumers in the territory of the Republic of Kazakhstan.

2. The basic concepts and determinations used in Rules:

1) the residential customer - the physical person using electrical energy in the household purposes;

2) border of balance sheet accessory of power network - point of the Section of power network between subjects of the market of electrical energy: the power making, power transferring organizations and consumers, and also between consumers and subconsumers, determined by balance sheet accessory of power network;

3) limit of operational responsibility of the parties - the point of the Section of the energy equipment and (or) network between the business entities responsible for content, servicing and technical condition determined by balance sheet accessory or the agreement and confirmed with the relevant act of differentiation of balance sheet accessory and operational responsibility of the parties between these business entities;

4) the contract for electric utility service - the document according to which the power supplying organization shall give to the consumer through the attached network energy and the consumer shall pay the accepted energy, and also observe the mode of its consumption provided by the agreement, ensure safety of operation, the power networks, and operability used by it devices and the equipment which are under its authority, connected with energy consumption;

5) contractual capacity - approved about the average quantity of the electric power used by the consumer within one hour who is power supplying with the organization;

6) quality of electrical energy - electric power compliance degree to the regulations established by the existing Interstate standard - state standard specification 13109-97 "Regulations of quality of electrical energy in utility power systems of general purpose";

7) power generation facility - the power plant, substation, power line intended for production, transformation, transfer, distribution and consumption of electrical energy;

8) specific mode of work of power generation facilities - the forced regime introduced in case of large technological violations on power generation facilities;

9) the payment document - the document (the account, the notice, the receipt, the account prevention) based on which consumers make payment;

10) the sealing device (seal, sealing cable) is the adaptation disposable with the locking mechanism providing control from unauthorized access;

11) checking of devices of commercial accounting - set of the transactions which are carried out by the public metrological service or other accredited legal entities for the purpose of determination and confirmation of conformity of measuring instrument to the established metrological requirements;

12) the receiver of electrical energy - installation or the device intended for acceptance and use of electrical energy;

13) the attached capacity of electroinstallations of the consumer - the amount of rated power of the receivers of electrical energy of the consumer attached to power network it is direct and (or) via switching devices;

16) free electrical supply - electrical supply in amounts of monthly consumption and with the capacity which is not exceeding the values determined by the contract for electric utility service;

17) the subconsumer - the consumer who is directly attached to power networks of the consumer of the power supplying organization;

18) the subjects of the market of electrical energy which - are power making, power transferring, power supplying the organizations, consumers of electrical energy, the system operator, the operator of centralized trade with electrical energy;

19) the scheme of accounting of electrical energy - certain electric connection of the means of accounting of electrical energy providing accounting of the transferred and consumed electrical energy for calculations for it;

20) technological reservation - the electric power necessary for the consumer for completion of engineering procedures;

21) authorized body - the state body performing management in the field of power industry;

22) nature of electric power consumption - the electric power consumption types which are subdivided on seasonal, temporary, by turns, emergency, technological, for household and (or) productive consumption, electrowelding works, needs of electric heating and (or) hot water supply;

23) the fixed electrical supply - electrical supply to the consumer in precisely agreed volume for each hour of days;

24) the expert organization - the organization having permission of authorized body to conducting energy examination concerning power industry and energy saving;

25) electroinstallation - installation in which it is made, will be transformed is transferred, distributed, consumed electrical energy;

26) energy saving - the activities (organizational, scientific, practical, information) directed to rational and economical use of fuel and energy resources.
