About improvement of education, training, social protection and material security of the orphan children and children deprived of parent care

For the purpose of improvement of education, training, social protection and material security of the orphan children and children deprived of parent care, the Cabinet of Ministers of Ukraine decides:

1. To the Ministry of Education, the Ministry of Health, the Ministry of social protection of the population, the Government of the Republic of Crimea, the regional, Kiev and Sevastopol city public administrations to arrange during 1994-1996 in accordance with the established procedure network of the state teaching and educational institutions for the orphan children deprived of parent care, preferring as development of new forms of education of such children, in particular orphanages of family type. Provide the state protection of these institutions against reshaping, sale, privatization.

2. To the Ministry of Education, the Ministry of Health, the Ministry of social protection of the population together with the Government of the Republic of Crimea, regional, Kiev and Sevastopol the city public administrations:

till September 1, 1994 to review the list of employees of children's homes, orphanages and boarding schools for the orphan children and children deprived of parent care. Involve in these institutions of persons in which are inherent geniality, kindness, high responsibility for the charged case. Establish procedure on which completing by personnel of noted institutions shall be performed in the first place;

take measures for improvement of quality of education and training of pupils in teaching and educational institutions, spiritual, creative and intellectual development of their pupils in the conditions of reorganization of the independent state;

open in noted institutions special classes and groups with profound studying of objects art and esthetic, humanitarian, labor, sports and other profiles on interests of school students;
