About some questions of crediting and subsidizing of the agro-industrial sector

1. Approve enclosed

1) Rules of financing of providing with agricultural machinery on leasing basis for 2003 and compensations of rate of remuneration (interest);

2) Rules of financing of providing the companies for conversion of agricultural products with the equipment on leasing basis and compensations of rate of remuneration (interest);

3) Rules of financing of agricultural production through system of rural credit partnerships;

4) Rules of subsidizing of rate of remuneration (interest) on the credits issued by banks of the second level to the companies for conversion of agricultural products on replenishment of their current assets.

2. Determine that the budget credit provided by the republican budget for 2003 according to the program 088 "Financing of production of livestock products and its purchase" in the amount of 1 500 000 000 (one billion five hundred million) tenges is provided on the terms of urgency, the paid nature, security and recoverability for a period of five years at the unstable (floating) rate of remuneration established by the Ministry of Finance of the Republic of Kazakhstan according to the order of the Government of the Republic of Kazakhstan of July 25, 2002 N 832 "About approval of Rules of financial procedures on budget implementation and maintaining forms of the reporting (periodic and annual) for the public institutions containing at the expense of the government budget".

3. To the Ministry of Agriculture of the Republic of Kazakhstan in the established legislative procedure to provide provision of the called credit to It Is Small onimderi Korporatsiyasa private company, and also to take other measures for accomplishment of this resolution.
