About amnesty of women

In connection with the announcement of 1996, year of women, being guided by the principles of humanity and mercy, based on article 58 of the Constitution of the Kyrgyz Republic the Jogorku Kenesh of the Kyrgyz Republic decides:

Article 1.

Exempt from custodial sanction of convicts:

a) the women having the minor children and handicapped children who are at them in dependence;

b) women at the age of over 55 years;

c) disabled women of 1 and 2 groups, and also patients with severe form of tuberculosis (I and II groups of dispensary accounting);

d) expectant mothers;

e) widows whose husbands died in case of protection of the USSR and in case of accomplishment of international debt.

Article 2.

Reduce to women who do not fall under operation of article 1 of this Law unexpired part of punishment half, and to persons who served sentence in places of detention for intentional crime earlier, - by one third.

Article 3.

Exempt the condemned women falling under operation of article 1 of this Law from additional measures of punishment, except for confiscations of property.

Article 4.

Stop production all criminal cases which are in the stages of pretrial investigation and case which are not considered by courts about the crimes committed to the introduction of this Law in force:

a) the persons listed in Article 1 and who are not falling under operation of article 5 of this Law;

b) persons who committed crimes for which the punishments which are not connected with imprisonment are prescribed.

Article 5.

Operation of articles 1-4 of this Law does not extend to convicts, and also other persons:
