The government of the Republic of Tajikistan and the Government of the Azerbaijan Republic which are referred to as further with the Parties

attaching importance to coordination of joint activities of rail transport of both states,

based on the principles of equal partnership and mutual respect,

recognizing exclusive importance of development of transportation of goods and passengers in through international railway service between both states and transit across their territories,

agreed as follows:

Article 1

1. The parties perform cooperation, give each other necessary assistance and take necessary measures for enhancement of transportations of passengers and loads in through international railway service between the states of the Parties.

2. Each of the Parties provides according to international agreements in the field of rail transport which participants they are necessary conditions for free transportation of passengers and loads of passing of railway vehicles as between both states, and transit across their territory.

3. The parties reserve the right to sign agreements in the field of rail transport with other countries, without infringing on fundamental interests of other Party. Agreements do not exclude application of restrictions for transit transportations which can cause damage to homeland security of the states of the Parties.

4. The parties in case of need on mutual basis will change operating and to enter the new regulating documents regulating rail activity.

Article 2

The terms used in this agreement have the following value:

1. Competent authorities of the Parties:

from the Tajik side - the Ministry of Transport and Communications of the Republic of Tajikistan

from the Azerbaijani side - the Ministry of transport of the Azerbaijan Republic

2. Railway administrations:

from the Tajik side - the State unitary enterprise "Rocha of okhana Tochikiston"

from the Azerbaijani side - the Azerbaijani State Railroad
