About budget implementation of Federal Compulsory Health Insurance Fund for 2006

Article 1

Approve the performance report of the budget of Federal Compulsory Health Insurance Fund (further - Fund) for 2006 according to the income in the amount 125 523 999, of 5 thousand rubles, on expenses in the amount 119 406 553, of 0 thousand rubles with excess of the income over expenses in the amount 6 117 446, of 5 thousand rubles with the following indicators:

1) sources of internal financing of budget deficit of Fund for 2006 according to appendix 1 to this Federal Law;

2) budget receipts of Fund for 2006 according to appendix 2 to this Federal Law;

3) expense structure of the budget of Fund for 2006 according to appendix 3 to this Federal Law;

4) distribution of the grants and subsidies from Fund sent to territorial funds of compulsory medical insurance on accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance in 2006 according to appendix 4 to this Federal Law.

Article 2

1. Determine that funds from the federal budget in the amount 40 420 508, by 1 thousand rubles are allocated for implementation of measures of social support of separate categories of citizens for providing with necessary medicines in 2006 in territorial funds of compulsory medical insurance, including:

1) on completion of calculations for actually allotted medicines to separate categories of citizens in 2005 in the amount 6 803 621, 9 thousand rubles;

2) on financing of expenses on ensuring separate categories of citizens with necessary medicines in 2006 in the amount 33 616 886, 2 thousand rubles, from them for the account:

a) the balance formed after completion of calculations for the medicines which are actually allotted in 2005 to separate categories of citizens in the amount 4 483 570, 8 thousand rubles;

b) the means which arrived from the federal budget in 2006 in the amount 29 083 947, 1 thousand rubles;

c) return of compulsory medical insurance of unused means by territorial funds in the amount of the 49th 368, 3 thousand rubles.

2. Determine that the Fund and territorial funds of compulsory medical insurance complete calculations for the medicines which are actually allotted in 2006 to separate categories of citizens in 2007 at the expense of the means provided on the specified purposes in budgets of Fund for 2006 and 2007.

Article 3

Establish the size of the passing balance in cash of Fund for January 1, 2007 in the amount 17 686 979, of 4 thousand rubles, from them:

1) in the amount 13 222 345, thousand rubles by balance of the federal budget, including:

a) in the amount 10 000 000, 0 thousand rubles directed to the budget of Fund according to the Federal Law of December 29, 2006 N 249-FZ "About introduction of amendments to the Federal law "About the Budget of Federal Compulsory Health Insurance Fund for 2006" on accomplishment of territorial programs of compulsory medical insurance within the basic program of compulsory medical insurance;

b) in the amount of the 2nd 668, 5 thousand rubles directed to the budget of Fund on implementation of measures of social support of separate categories of citizens for providing with medicines;

c) in the amount of the 775th 570, 4 thousand rubles directed to the budget of Fund on money payments to therapists to district police officers, pediatricians to district police officers, general practitioners (family doctors), the nurses of the corresponding doctors who are subject to inclusion in the Federal register of health workers;

d) in the amount 2 050 721, 8 thousand rubles directed to the budget of Fund on implementation of the social program of support of unemployed pensioners including due to return of compulsory medical insurance of unused means by territorial funds in the amount 14, 6 thousand rubles;

e) in the amount of 393rd 384, 5 thousand rubles directed to the budget of Fund on carrying out additional medical examination of the working citizens;

2) in the amount 4 464 634, 2 thousand rubles formed at the expense of the funds intended for transfer in the first quarter 2007 to Social Insurance Fund of the Russian Federation on completion of payment under the contracts for fee signed in 2006 on additional medical examination of the working citizens and rendering primary health care to them and also for payment to the public and local government offices of health care of services in the medical care provided to women during pregnancy and (or) childbirth.
