3. To make to the Ministry of Internal Affairs of the Russian Federation explanations on the questions connected using the Procedure specified in Item 2 of this resolution.

4. Declare invalid Item 1 of the order of the Government of the Russian Federation of March 3, 1992 N 135 "About relief measures to refugees and displaced persons" regarding payment of one-time money allowance to displaced persons.
