The State Parties of this agreement on behalf of the governments which are hereinafter referred to as - the Parties,

aiming at achievement of the agreed measures directed to prevention and suppression of acts of illegal intervention in activities of civil aviation

being guided by international agreements and conventions, regulations of the Agreement on civil aviation and on use of airspace of December 25, 1991, the signed Parties,

in view of regulations of bilateral agreements on air traffic,

agreed as follows:

Article 1

For the purposes of this agreement the terms used in it mean:

"aviation safety" - package of measures, and also the human and material resources intended for protection of civil aviation against acts of illegal intervention;

"the territory of the Party" - the overland and water space which is under sovereignty of the State Party of this agreement, including territorial waters, and airspace over them;

"the aircraft of the Party" - any aircraft entered in the state register of civil aircrafts of the Party according to the national legal system;

"the aircraft which underwent to illegal intervention" - the aircraft of one of the Parties from which board or and which relation the message arrived or there is other information on making or on threat of making of the act of illegal intervention.

Article 2

Each Party in the territory accepts all necessary measures for prevention of acts of illegal intervention in activities of civil aviation according to the national legal system, including performs for the benefit of aviation safety protection of the airports, aircrafts, examination of passengers, hand luggage and baggage, and also control of the loads transported on aircrafts.

Each Party provides satisfaction of the requests of other Party concerning acceptance of additional measures of aviation safety concerning its aircrafts within practical opportunities.
