Approve the enclosed Instruction about procedure for financing of the expenses performed within execution of republican target programs and actions for agricultural industry.

1. This Instruction about procedure for financing of the expenses performed within execution of republican target programs and actions for agricultural industry (further - the Instruction), determines payment procedure of expenses of the state customer by accomplishment of republican programs and actions for agricultural industry at the expense of funds of the republican budget from accounts of territorial authorities of the State Treasury (further - bodies of treasury).
In relation to this Instruction the state customer is the Ministry of Agriculture and Food of the Republic of Belarus (further - Ministry of Agriculture and Food Production).
Ministry of Agriculture and Food Production performs the organization and execution of republican target programs and actions for agricultural industry (further - programs and actions) within the means approved by the law on the budget of the Republic of Belarus for the next financial (budget) year on the relevant divisions of economic classification of expenses and functional classifications of the expenses by types and paragraphs (further - budget classification) approved by the resolution of the Ministry of Finance of the Republic of Belarus of March 15, 2007 No. 44 (The national register of legal acts of the Republic of Belarus, 2007, No. 95, 8/16182).
Execution by Ministry of Agriculture and Food Production of programs and actions is performed independently, and also through the organizations given in this Instruction or in other acts of the legislation by means of investment with their right to dispose of budgetary funds (further - managers of means).
In financial accounting use of budgetary funds for execution of programs and actions is reflected according to the Instruction about procedure for reflection in financial accounting of the public funds allocated for development of agro-industrial complex, the Republic of Belarus approved by the resolution of the Ministry of Agriculture and Food of August 23, 2002 No. 25 (The national register of legal acts of the Republic of Belarus, 2002, No. 105, 8/8495).
Money transfer on the current (budget) accounts in the cases provided by this Instruction is made on condition of their complete use for the expired month on purpose.
Amount of remuneration of the organizations authorized according to the legislation with which managers of means sign commission agreements is established:
the order of committee on agricultural industry and food of regional executive committee (further - облсельхозпрод) in coordination with Ministry of Agriculture and Food Production and the Ministry of Finance of the Republic of Belarus (further - the Ministry of Finance) - on the funds allocated to areas;
the order of Ministry of Agriculture and Food Production in coordination with the Ministry of Finance - on the funds allocated to the organizations of republican pattern of ownership.
