Article 1. Subject of regulation of this Federal Law

This Federal Law for the purpose of stimulation of forming of pension accruals and increase in level of provision of pensions of citizens according to the Federal Law of December 15, 2001 N 167-FZ "About mandatory pension insurance in the Russian Federation" (further - the Federal Law "About Mandatory Pension Insurance in the Russian Federation") determines procedure for the voluntary introduction in legal relationship by mandatory pension insurance for the purpose of payment of additional insurance premiums for funded pension, establishes procedure and conditions of payment of additional insurance premiums for funded portion of work pension, fees of the employer, and also provision of the state support of forming of pension accruals.

Article 2. The basic concepts used in this Federal Law

For the purposes of this Federal Law the following basic concepts are used:

1) insured person - person who voluntarily entered legal relationship on mandatory pension insurance according to the Federal Law "About Mandatory Pension Insurance in the Russian Federation" for the purpose of payment of additional insurance premiums for funded pension;

2) the employer of the insured person paying additional insurance premiums for funded pension (further - the employer), - person which is for the specified insured person the insurer on mandatory pension insurance according to the Federal Law "About Mandatory Pension Insurance in the Russian Federation";
