Council of Ministers of the Republic of Belarus DECIDES:

1. Approve developed by the Ministry of Architecture together with the Ministry of Economics, the Ministry of Finance, the Ministry of Housing and Public Utilities and National Bank the Concept of construction (reconstruction) of affordable and comfortable housing for citizens of the Republic of Belarus it (is applied).

2. To the Ministry of Architecture:

bring the Concept of construction (reconstruction) of affordable and comfortable housing for citizens of the Republic of Belarus to interested;

together with interested till July 1, 2008 to develop and approve the actions plan on implementation of the specified Concept.

3. To regional executive committees and the Minsk Gorispolkom in 2008 to develop concepts of construction (reconstruction) of affordable and comfortable housing at the regional level.

The concept of construction (reconstruction) of affordable and comfortable housing for citizens of the Republic of Belarus

Chapter 1. General provisions

This Concept is developed according to the Actions plan on implementation of decisions of the third Vsebelorussky people's assembly approved by the order of the President of the Republic of Belarus of June 30, 2006 No. 222rp and is the fundamental document on further enhancement of management of development of the housing sphere.

Now the construction of affordable and comfortable housing in the Republic of Belarus is performed within the National housing programme approved by the resolution of Council of Ministers of the Republic of Belarus of May 3, 1999 No. 640 (The national register of legal acts of the Republic of Belarus, 1999, No. 38, 5/763), the State comprehensive program of development of material and technical resources of the construction industry for 2006-2010 approved by the resolution of Council of Ministers of the Republic of Belarus of September 1, 2006 No. 1118 (The national register of legal acts of the Republic of Belarus, 2006, No. 145, 5/22842), and other documents.

Main objective of this Concept - the complex problem resolution of transition to steady functioning and development of the housing sphere providing availability of housing to citizens, creation of safe and comfortable conditions of accommodation.

The main solutions of problem of providing citizens with affordable and comfortable housing are:

creation of conditions for growth in volumes of housing construction (reconstruction);

effective use of the available housing stock and its optimum distribution between employers and owners, enhancement of system of social protection of the population through streamlining of the existing privileges, strengthening of address orientation in case of construction (reconstruction) of housing;

forming of conditions of steady demand for housing on the basis of the differentiated approach for families with different economic opportunities and their motivation to active work of providing with the adequate dwelling.

In this Concept basic provisions of the Program of social and economic development of the Republic of Belarus for 2006-2010 approved by the Presidential decree of the Republic of Belarus of June 12, 2006 No. 384 are considered (The national register of legal acts of the Republic of Belarus, 2006, No. 92, 1/7667), the State program of revival and development of the village for 2005-2010 approved by the Presidential decree of the Republic of Belarus of March 25, 2005 No. 150 (The national register of legal acts of the Republic of Belarus, 2005, No. 52, 1/6339), the National strategy of sustainable social and economic development of the Republic of Belarus for the period till 2020 approved by Presidium of Council of Ministers of the Republic of Belarus (the protocol of June 22, 2004 No. 25), the State scheme of the complex territorial organization of the Republic of Belarus, the Republic of Belarus approved by the Presidential decree of January 12, 2007 No. 19 "About some questions of the state urban policy" (The national register of legal acts of the Republic of Belarus, 2007, No. 15, 1/8258), the State comprehensive program of development of regions, small and medium residential locations for 2007-2010 approved by the Presidential decree of the Republic of Belarus of June 7, 2007 No. 265 (The national register of legal acts of the Republic of Belarus, 2007, No. 144, 1/8650), the State comprehensive program of development of material and technical resources of the construction industry for 2006-2010 approved by the resolution of Council of Ministers of the Republic of Belarus of September 1, 2006 No. 1118, and other programs.

Chapter 2. Main problems of construction (reconstruction) of affordable and comfortable housing

Now in the Republic of Belarus legal and organizational basis of the state housing policies is created, its priority directions are determined and mechanisms of their realization are developed.

Commissioning of total area of apartment houses on one person in residential locations and the rural zone following the results of 2006 is given in figures 1 and 2.

For January 1, 2007 the housing stock of the republic constituted 220,5 of one million sq.m of total area. The characteristic of housing stock of the Republic of Belarus is given in appendix 1, the average area of the apartments built and provided to construction by different categories of families - in appendices 2-4.
