1. These rules govern the relations between the subscriber or the speaker and the telecom operator rendering communication services for the purposes of cable and (or) on-air television broadcasting and (or) broadcasting (further - TV and radio broadcasting), in case of the conclusion of the paid service provision agreement of communication for the purposes of cable and (or) on-air TV and radio broadcasting (further - service of communication for the purposes of TV and radio broadcasting).
2. The concepts used in these rules mean the following:
"subscriber" - the user communication services for the purposes of TV and radio broadcasting with which the service provision agreement of communication for the purposes of TV and radio broadcasting is signed (further - the agreement) with allocation for this unique code of identification;
