1. Consider further reforming of institute of legal profession the most important task of reforms of the judicial system of law at present stage aimed at the development of institutes of civil society and comprehensive ensuring effective protection of human rights and freedoms.
Determine the main directions of further reforming of institute of legal profession:
creation of efficient centralized system of self-government of legal profession as one of the main institutes of civil society in protection of human rights and freedoms;
strengthening of requirements imposed to qualification of candidates for lawyers, the providing availability of length of service on legal specialty and passing of training in lawyer forming and also introduction of obligatory system increase in professional qualification of lawyers;
formation of the effective system of licensing providing completion of legal profession by fair and highly professional specialists;
accurate differentiation of powers and determination of legal status of lawyer forming;
ensuring equality of procedural law of the parties of accusation and protection in criminal procedure;
the step-by-step enhancement of institute of representative office of the parties excluding participation in legal proceedings of persons which do not have special knowledge in the field of law;
enhancement of the mechanism of control of observance by lawyers of rules of professional ethics and system of disciplinary production concerning lawyers.
