About urgent measures for liquidation of administrative restrictions when implementing business activity

1. To the government of the Russian Federation:

a) in 2-month time to develop and introduce drafts of the Federal Laws providing in the State Duma of Federal Assembly of the Russian Federation:

strengthening of guarantees of protection of the rights of legal entities and individual entrepreneurs when implementing the state control (supervision);

holding planned action for control (including by separate types of licensed control) concerning one legal entity or the individual entrepreneur each state control (supervision) body no more than once in three years (except tax control);

holding unplanned actions for control concerning subjects of small and medium entrepreneurship only for the purpose of identification of the violations posing direct threat of life or to human health in coordination with the prosecutor of the subject of the Russian Federation;

mainly notifying procedure for the beginning of business activity, reducing number of the allowing documents necessary for its implementation, replacement (generally) obligatory certification with declaring of quality of products by the producer;

replacement of licensing of separate types of activity with compulsory liability insurance or provision of financial guarantees;

exception of extra procedural law of the law-enforcement bodies of the Russian Federation concerning checks of activities of subjects of small and medium entrepreneurship, and also possibility of creation by officials of these bodies of protocols on administrative offenses in the field of business activity;
