Procedure for registration, registration and issue of permissions to special water use

1. This Procedure regulates powers of specially authorized state bodies on regulation of use and protection of waters on registration, registration and issues of permission to special water use.

2. This document establishes procedure for registration, registration and issue of permissions to special water use:

for industrial, utility, transport and other nonagricultural enterprises and objects;

for all types of farms (state, rent, Dehkan) and other agricultural enterprises;

for managements of the state and non-state agricultural, irrigating, obvodnitelny systems, managements of machine irrigations;

for the companies, constructions and other objects, irrespective of the patterns of ownership influencing condition of waters and being in stage designing or constructions (reconstruction).

3. Special water use is use of water objects using constructions or technical devices.

The use of water objects without application of constructions or technical devices exerting impact on condition of waters can be in some cases referred to special water use.

4. Special water use provides requirements and conditions for satisfaction of drinking, domestic, medical, resort, improving and other needs of the population, agricultural, industrial, energy, transport, fishery and other needs, and also in use at the same time for several purposes.
