About the state forecasting and state planning

This Law establishes legal and organizational basis of the state forecasting and state planning, determines system and general procedure for development of documents of the state forecasting and state planning.

Article 1. The main terms used in this Law and their determinations

For the purposes of this Law the following main terms and their determinations are used:

state planning - activities for determination of the purposes, priorities, tasks, indicators and parameters of social and economic development of the Republic of Belarus, its administrative and territorial units and industries of economy (types of economic activity) for certain time period, and also complex of the mechanisms, methods, tools and necessary resources providing achievement of effective objectives;

the state forecasting - activities for forming of system of ideas of the purposes, priorities, the directions, the expected results and forecast parameters of social and economic development of the Republic of Belarus, its administrative and territorial units and industries of economy (types of economic activity) taking into account probabilistic impact of external and internal conditions and other factors;

the long-term period - the period lasting more than five years;

tasks of social and economic development - questions which solution during certain time period shall provide goal achievement of social and economic development;

the concept - the document containing complex statement of main objectives, priorities, tasks and the directions of social and economic development for certain time period, general approaches to achievement of effective objectives and being basis for development of documents of the state forecasting, state planning;

the short-term period - the period duration up to three years inclusive;

parameter - the quantity characteristic of indicator allowing to determine its condition and change;

indicator - the quality characteristic of results of social and economic processes;
