About drugs, psychotropic substances and precursors
The purpose of this Law taking into account public health care, the state and public security is realization of state policy and international treaties of the Republic of Tajikistan in the field of legal drug trafficking, psychotropic substances and precursors, counteractions to their illicit trafficking, prevention of drug addiction and toxicomania, and also rendering the narcological help to persons having drug addiction and toxicomania.
In this Law the following concepts are used:
legal drug trafficking, psychotropic substances and precursors - the activities connected with cultivation of narkosoderzhayushchy plants in the scientific purposes, development, production, production, conversion, storage, transportation, transfer, leave, realization, the distribution, acquisition, use, import and export performed based on the license and the destruction performed without license;
drug trafficking, psychotropic substances and precursors - the activities connected with cultivation of the narcocontaining plants, development, production, production, conversion, storage, transportation, transfer, leave, realization, distribution, acquisition, use, sale, import, export and destruction of drugs, psychotropic substances and precursors which is enabled with violation of the law of the Republic of Tajikistan;
The state quota for drugs and psychotropic substances (further the State quota) is certain amount of drugs and psychotropic substances established taking into account international treaties of the Republic of Tajikistan by the Government of the Republic of Tajikistan for the purpose of their legal turnover.
The national List of drugs, psychotropic substances and precursors (further the National List) - the systematized lists of drugs, psychotropic substances and precursors which turnover is prohibited or limited and is subject to control in the Republic of Tajikistan;
