We, Chairmen of Parliaments of the Azerbaijan Republic, Georgia, Republic of Moldova and Ukraine,

- in view of the high importance of cooperation within GUUAM;

- wishing to promote its further development for the benefit of the people of the Azerbaijan Republic, Georgia, the Republic of Moldova and Ukraine;

- recognizing that the cooperation within GUUAM can make contribution to strengthening of sovereignty, independence, territorial integrity of the participating states Guam, to promote peaceful settlement of the conflicts and to improve welfare of their people;

- aiming at further development of cooperation within GUAM in political, economic, legal and other areas;

- believing that important contribution to development and increase in efficiency of cooperation are the joint activities of Parliaments of the State Parties Guam directed to rapprochement of their national legal systems and creation of proper mechanisms for its successful implementation;

- confirming commitment to the cooperative principles determined in the Yalta Charter GUAM (on June 7, 2001)

- agreed to create parliamentary body which part parliamentarians of member countries on purpose are;

- further strengthening of the principles of democracy and supremacy of law, providing respect of basic rights and human freedoms and development of market economy in the countries Guam;

- developments of the friendly relations and cooperation between Parliaments of the countries Guam;

- assistance to social and economic development, expansion of trade and economic relations, to development and effective use of transport and communication highways;

- strengthenings of regional security, fight against the international terrorism, organized crime and drug trafficking;

- developments of cooperation in the field of science, cultures and the humanitarian sphere;

- developments of the contractual legal base of cooperation within GUAM;

- assistance of implementation of the decisions made by Heads of states GUAM;

- contributions to interaction of parliamentarians of member countries Guam in different structures of inter-parliamentary cooperation,
