wishing to strengthen and develop long-term commercial and cultural ties, to strengthen friendship and the mutually beneficial cooperation which is equitable to national interests of the people of both states, cause of peace and safety

intending to develop the interstate relations on the basis of the principles of sovereign equality, non-interference to internal affairs, settlements of controversial problems conciliatory means, refusal of use of force or threat of force, and also other conventional principles and rules of international law,

being guided by the aspiration to strengthen the contractual legal basis of relations of the sovereign states,

confirming the commitment to the purposes and the principles of Articles of organization of the United Nations, the Helsinki Final act, the Parisian Charter for new Europe, documents of Organization for Security and Cooperation in Europe and the Commonwealth of Independent States,

Article 1

High contracting parties recognize each other as the sovereign states and shall abstain from actions which can cause damage to their state sovereignty.
