I. Purpose and the most important directions of the Program

The Cross-Border Cooperation Programme of regions of the Russian Federation and the Republic of Kazakhstan for 2008 - 2011 (daleeprogramm) is prepared according to Item 3 of the Protocol of the tenth meeting of the Intergovernmental commission on cooperation between the Russian Federation and the Republic of Kazakhstan of October 25, 2006 (Moscow).

The program implementation shall promote production stabilization development, creation of conditions for strengthening of economy of each region and increase on this basis of level of living of the population of both countries.

The program provides the solution of general questions of frontier cooperation, and also implementation of mutually beneficial cooperation in the field of power, metallurgy, agro-industrial complex, transport, health care and the microbiological industry, construction, information technologies, the scientific and technical sphere, trade, in the field of social policy, culture, sport and youth policy, ecology, boundary, customs and other type of control on frontier.

Also treat number of joint tasks which solution is provided by the Program:

creation of the Centers of frontier cooperation on the Russian-Kazakhstan border;

development of structure-forming productions and providing them with necessary resources;

development of interregional and cross-industry cooperation in different areas of frontier cooperation;

creation of conditions for integration of systems of the prevention and liquidation of emergency situations in border regions;

implementation of joint interregional projects and programs.

II. Participants of the Russian-Kazakhstan frontier cooperation

Participate in program implementation:

from the Russian Side - Altai Republic, the Republic of Dagestan, Altai Krai, the Astrakhan, Volgograd, Kurgan, Novosibirsk, Orenburg, Omsk, Samara, Saratov, Tyumen and Chelyabinsk regions, border municipalities;

from the Kazakhstan Side - the Aktyubinsk, Atyrau, East Kazakhstan, West Kazakhstan, Kostanay, Pavlodar, North Kazakhstan regions.
