For the purpose of creation of conditions for more complete disclosure of capabilities of student's youth of independent neutral Turkmenistan and stimulation of its creative relation to study I decide:

1. Establish since January 1, 2000:

scholarships for students of higher educational institutions in sizes and quantity according to appendix;

to the students of higher educational institutions having only excellent estimates, in the amount of 230 thousand manats a month and to in the time students - 200 thousand manats a month, the pupil of average professional educational institutions having only excellent estimates - 140 thousand manats a month, in the time pupil - 110 thousand manats a month.

2. To make payment of all types of grants at the expense of general scholarship fund of higher educational institutions, and scholarships to students of the Turkmen agricultural university of S. A. Niyazov - at the expense of the International fund of Saparmurat Turkmenbasha.

3. Recognize invalid resolutions of the President of Turkmenistan of September 2, 1994 as No. 1932 "About scholarships for students of the highest and pupils of average special educational institutions of Turkmenistan", of September 18, 1998 No. 3886 "About increase in the size of scholarships for students of higher educational institutions of Turkmenistan" and Item 2 of the Presidential decree of Turkmenistan of December 27, 1999 No. 3004 "About increase in Turkmenistan in the salary, grants and benefits on the dawn of the 21st century - "gold" century of the Turkmen people".
