The government of the Russian Federation decides:

1. Enter since December 1, 2008 new wages systems for employees of federal budgetary institutions and federal state bodies, and also civil personnel of military units, organizations and divisions of federal executive bodies in whom the law provides the military and equated to it service which compensation is performed on the basis of the Single scale of charges on compensation of employees of federal state institutions (further respectively - workers, civil personnel).

2. Determine that introduction of new wages systems for workers and civil personnel is performed:

federal state bodies - concerning employees of these bodies and organizations subordinated to them;

heads of organizations - the main managers of means of the federal budget - concerning employees of these organizations, and also organizations subordinated to them;

federal executive bodies in which the law provides the military and equated to it service, and the Directorial Board for the Special Programs of the President of the Russian Federation - concerning civil personnel.

3. Determine that the salary of workers and civil personnel (without awards and other stimulating payments) established according to new wages systems cannot be less salary (without awards and other stimulating payments), paid on the basis of the Single scale of charges on compensation of employees of federal state institutions, on condition of preserving amount of job responsibilities of workers (civil personnel) and accomplishment of works of the same qualification by them.
