RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

About measures for enhancement of payment system and strengthening of material work incentives of employees of the highest educational institutions of the republic

For the purpose of further enhancement of wages system and implementation of the effective mechanism of material stimulation of employees of the highest educational institutions in increase in level and quality of teaching and educational work, providing worthy assessment of contribution of the faculty to preparation of the competitive personnel of the top skills demanded in industries and spheres of national economy:

1. Approve offers of the Ministry of the higher and secondary vocational education, the Ministry of Labour and Social Protection of the population, the Ministry of Finance of the Republic of Uzbekistan on introduction since September 1, 2008 of the advanced wages system of the faculty and leading employees of the highest educational institutions providing establishment of the raised basic official pay rates with inclusion in them of the existing permanent allowances and surcharges.

2. To the Ministry of Finance, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan when forming the sizes of basic official pay rates of employees of the highest educational institutions, along with wages increase to employees of budgetary institutions and organizations according to the Presidential decree of the Republic of Uzbekistan of July 21, 2008 of N UP-4014 on average in time 1,2 to provide increase in basic official pay rates for leading employees and the faculty of higher education institutions on average for 25 percent with general growth in time 1,5.

3. Keep the operating types and the amount of surcharges to official pay rates to the faculty and leading employees of higher education institutions for special working conditions, knowledge of foreign languages, for long service and other surcharges established by the legislation.

4. To provide to the Ministry of Finance, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, the ministries and departments having the highest educational institutions timely and complete financing of the costs connected with implementation of actions, determined by this resolution.
