This Law determines the legal basis of land reclamation and is aimed at providing creation and maintenance optimum for agricultural plants, the woods and other plantings of the water, air, thermal, nutritious modes of soils and effective use of meliorative systems and separately located hydraulic engineering constructions.
In this Law the following main terms and their determinations are used:
intraeconomic meliorative system – the meliorative system located on lands of one user of meliorative systems;
hydraulic engineering constructions – the channels, drainage collectors, dikes, dams, locks regulators, pipes regulators, pipes moving, wells regulators, wells absorbers, viewing wells, the observation wells, mouths, spillways, water outlets, spillways, water intakes, water intakes, dyuker, polderny systems, artificial reservoirs, pumping points, conduits and other constructions intended for regulation of water drain and also pedestrian bridges;
bilateral regulation of the water mode of soils – regulation of the water mode of soils in case of which drainage or moistening of soils are as required performed and is provided the humidity required at present for plants in root-inhabited layer with use of the same meliorative system or separately located hydraulic engineering construction;
the customer of services in operation (servicing) of meliorative systems and separately located hydraulic engineering constructions (further – the customer) – the legal entity or the individual entrepreneur who are contractors of action (part of action) of the state program, concluded with the organization for construction and operation of meliorative systems the service provision agreement on operation (servicing) of meliorative systems and separately located hydraulic engineering constructions;
