The government of the Russian Federation and the Government of Ukraine which are hereinafter referred to as with Contracting Parties

considering the developed integration commercial ties of the Russian Federation and Ukraine, interdependence and complementarity of economies of two countries,

attaching importance to deepening of economic integration of the Russian Federation and Ukraine,

being guided by the Agreement between the Government of the Russian Federation and the Government of Ukraine on free trade of June 24, 1993,

aiming at creation of equal opportunities for business entities and to establishment of conditions of fair competition in mutual trade,

recognizing that free movement of goods and services requires implementation of mutually agreed measures,

confirming intentions of the Russian Federation and Ukraine to become Contracting Parties of the General Agreement on Tariffs and Trade (GATT), sharing the purposes and the principles of GATT and in view of the results of agreements and agreements reached within the Uruguayan round of multilateral trade negotiations

being convinced that creating favorable conditions for development and diversification of trade and deepening of commercial and economic cooperation on the basis of equality, mutual advantage and the commonly accepted rules of international law will promote harmonious development of the bilateral relations between the Russian Federation and Ukraine and, thus, to promote economic development, improvement of living conditions and employment of the population of two countries, performance improvement of work and financial stabilization,

confirming the commitment to the purposes and the principles of the Commonwealth of Independent States taking into account mutual desire to deepening of economic integration within free trade regime, including step-by-step creation of the Customs union,

agreed as follows:
