About approval of Industrial safety rules in locomotive economy on the Belarusian railroad

Based on the resolution of Council of Ministers of the Republic of Belarus of August 16, 2005 No. 905 "About the Republican target program for improvement of conditions and labor protection for 2006-2010", the Regulations on the Ministry of Transport and Communications of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 985 "Questions of the Ministry of Transport and Communications of the Republic of Belarus" the Ministry of Transport and Communications of the Republic of Belarus DECIDES:

1. Approve the enclosed Industrial safety rules in locomotive economy on the Belarusian railroad.

2. This resolution becomes effective in 30 days after its official publication.

Rules on labor protection in locomotive economy on the Belarusian railroad

Section I. General provisions. Main terms and determinations

Chapter 1. General provisions

1. Rules on labor protection in locomotive economy on the Belarusian railroad (further - Rules) establish the main safety requirements to operation, maintenance (further - THAT), to running repair (further - TR) both equipment of locomotives and the motor - carriage railway vehicles (further - MVPS).

Action of these rules extends to all work types during the servicing, repair and operation of power railway vehicles (further - TPS), the equipment, buildings and constructions locomotive and the motor car repair sheds, the operating and servicing TPS.

2. The requirements containing in these rules establish minimum admissible level of labor protection and are obligatory for execution during the designing, the organization and implementation of production processes, separate work types, in case of operation of TPS, the equipment and installations.

3. Designing, construction, reconstruction, expansion, modernization of locomotive depots, production, installation, adjustment, servicing and repair of technical devices, operation, repair and servicing of TPS, carrying out preparation and employee assessment shall be performed according to requirements of these rules, and also according to technical regulatory legal acts of the Republic of Belarus.

4. Based on these rules, other regulatory legal acts, technical regulatory legal acts containing requirements of labor protection, engineering procedures taking into account specific conditions of the organization and works in locomotive depots the employer accepted and provides according to them instructions for labor protection and other local regulatory legal acts.

5. In case of operation, servicing and TPS equipment, performance of works on TO and TP the following dangerous and harmful production factors can act on objects of locomotive economy on workers depending on type of the performed works:

moving railway vehicles and other vehicles;

mobile parts of the equipment, the moving objects of the labor;

the moved products, procurements and materials;

insufficient illumination of the working area in night-time;

the increased value of tension in electric chain which short circuit can happen through body of the person;

the increased dust content and gas contamination of air of the working area;

the increased noise levels and vibrations on workplace;

the increased or lowered temperature, humidity and mobility of air of the working area;

the increased or lowered temperature of surfaces of metal parts of railway vehicles, the equipment and tools;

workplace arrangement at height concerning the Earth's surface (floor);

the increased level of ionizing radiation during the works in zone of radiation pollution;

physical overworks when moving weights manually;

psychological overloads in case of performance of works in the conditions of the increased danger on railway tracks, during train service, in case of production of train and shunting work;

the increased level of static electricity;

electromagnetic radiations;

fire-dangerous and explosive concentration of vapors of oil products and gases.

In emergencies dangerous factors of explosion and fire can influence workers.

In case of performance of works, connected using video terminals, electronic computers (further - the COMPUTER), printers dangerous and harmful production factors can influence workers:

the increased levels of electromagnetic radiation;

tension of sight, attention;

the increased noise levels;

specific loads of bone and muscular system.

In case of operation, equipment, TPS TO and TP, accomplishment of other works on objects of locomotive economy measures of protection working and the environment from impact of dangerous and harmful production factors shall be provided.

6. On objects of locomotive economy periodic control of condition of the production circle on workplaces shall be exercised. Frequency of control of adverse factors of the production circle is established depending on features of working conditions according to the existing rules and regulations in coordination with bodies of the state sanitary inspection.

7. Operation of electroinstallations is performed according to requirements of technical regulatory legal acts of the Republic of Belarus for the organization of safe operation and servicing of electroinstallations.

8. In the territory, in rooms of factory and store buildings, on constructions, on railway vehicles, in production sites of works, on workplaces and the equipment safety signs in accordance with GOST 12.4.026 "Occupational safety standards system shall be established. Colors alarm and signs of safety" (further - GOST 12.4.026).

By the employer the list of the established safety signs with indication of places and methods of their installation, and also the list of constructions and devices which shall have the warning coloring shall be developed.

9. The arrangement of signs of labor safety in the territories of locomotive economy, in zone of railway tracks shall exclude possibility of their perception as the signals relating to the organization of train service and shunting work and not to worsen visibility of alarm devices, indexes and signs.

The employer shall provide constant control behind availability, condition and correctness of installation of signs of safety in the territory, and also on constructions and devices which shall have the warning coloring.

10. Movement of vehicles and people on the territory locomotive and the motor car repair sheds, other objects of locomotive economy shall be organized according to the scheme approved by the head with installation of the corresponding route signs according to the standard of the Republic of Belarus STB 1140-99 "Route signs. General specifications", to No. 30 approved by the resolution of the State committee on standardization of the Republic of Belarus of June 28, 2002 (further - STB 1140-99), according to the Traffic regulations approved by the Presidential decree of the Republic of Belarus of November 28, 2005 No. 551 "About measures for increase in traffic safety" (The national register of legal acts of the Republic of Belarus, 2005, No. 189, 1/6961).

Operation, repair and THAT vehicles shall be performed according to the existing rules on labor protection on road transport.

11. Lightning protection of objects shall conform to requirements of existing rules for the structure of lightning protection of buildings and constructions.

12. In the territory of objects of locomotive economy, in production sites of works requirements for environmental protection shall be fulfilled. Emissions of the air deleted by ventilation shall not exceed threshold limit values.

Systems of ventilation, conditioning and treatment facilities shall contain in good repair.

13. The sewage which is formed in case of obmyvka of railway vehicles and other engineering procedures on objects of locomotive economy shall be exposed to cleaning.

Treatment facilities shall provide sewage treatment to the established regulations.

14. The engineering procedures connected with operation, TPS TO and TP shall conform to safety requirements and occupational health, the industrial hygiene stated in these rules, technical regulatory legal acts on labor protection.

15. The workers connected with operation, TO and TP of TPS, buildings and constructions, operation of devices of power supply, STsB, communication and automated management shall observe requirements of these rules, technical regulatory legal acts for labor protection, and also rules of conduct in the territory of the stations, other railway objects, in production, auxiliary and household rooms.

Chapter 2. Terms, determinations

16. The terms and determinations applied in these rules:

emergency - situation which can lead to breakdown of details, elements of the equipment, machines, machines and injuring of the worker;

automatic coupling - the coupling device serving for automatic coupling of railway rolling stock, transfer and mitigation of longitudinal efforts and depreciation of shock loadings in case of movement, stops, and also in case of maneuvers;

hazardous substance - substance which in case of contact with human body in case of violation of safety requirements can cause the industrial injuries, occupational diseases or variations in the state of health found by modern methods both in the course of work, and in the remote terms of life of the present and the subsequent generations;

VVK - the room in locomotive body where electric equipment with open current carrying parts is located;

exhaust way - the station way which is continuation of group of marshaling, loading and unloading or other sidings of the station and intended for accomplishment of shunting work;

dimension of approach of structures - limiting cross (perpendicular axes of way) outline in which no parts of constructions and devices shall come;

the main way - the railway track on stage, the station intended for movement of organized trains;

depot - the division of rail transport intended for ensuring operation, repair of railway vehicles: locomotives (diesel locomotives, electric locomotives, engines, gas turbine locomotives), MVPS (diesel train, electric trains), motor and rail transport (section cars, autonomous cars, railcars, hoisting cranes on railway to the course);

depot ways - railway tracks in the territory of depots on which maintenance of locomotives and MVPS, equipment, sediment waiting for repair or work, change of locomotive crews are made;

the railway crossing - crossing of the highway with railway tracks in one level;

the railway station - the division of rail transport performing technological transactions with trains and other vehicles (acceptance and departure, shunting work) and also transactions on receiving and delivery of loads and baggage and servicing of passengers;

The KR - repair for the purpose of recovery of operational characteristics, operability and complete resource of all aggregates, nodes and details of TPS, including basic, for complete replacement of wires and cables, and also upgrade of design;

contact network - complex of devices for transmission of electricity from traction substations to EPS through current collectors;

control of labor protection - check by representatives of specially authorized bodies, public organizations of observance of regulatory legal acts on labor protection;

locomotive crew - specially created group of the trained workers appointed for servicing and operation of train and shunting locomotives, and also MVPS. The locomotive crew consists of the driver and one or two assistant drivers, and on the engine using solid fuel - the fireman;

the shunting locomotive - the locomotive intended for shunting works at stations and sidings;

to mezhduputya - space between axes of two next railway tracks;

MVPS - motor cars and trailer cars of which are created the motor - car trains (electric trains and diesel train), and also railcars;

turnover depot - the division of rail transport which is located at railway stations, being on borders or zones of the address of locomotives, providing them maintenance and equipment. At such stations change of locomotives and locomotive crews, rest of locomotive crews are made;

dangerous situation - situation which can cause impact on working dangerous and harmful factors;

danger - source or situation with potential possibility of harming health of the worker, damage of property of the organization, violation of surrounding situation on workplace or their combinations;

the main depot - the division of rail transport having assigned locomotive fleet and MVPS, necessary production base for them TO and TP, staff of the drivers and assistant drivers servicing certain site or several sites forming zone of the address of locomotives;

the train - the created and linked structure of cars with one or several operating locomotives or motor cars, equipped for safe movement;

Item of turnover of locomotives - the railway station on the site of the address of locomotives where all locomotives arriving with trains go only in the counter direction. The exception is constituted by locomotives which are sent on other sites of the address or to repair;

workplace - the place of permanent or temporary stay of the worker in the course of labor activity;

repair of railway vehicles - the actions performed for the purpose of maintenance and recovery of operability or operability of railway vehicles which are broken in use under the influence of operational loads and external factors;

remedy working (remedy) - the means intended for prevention or reduction of impact on working dangerous and (or) harmful production factors;

the railroad switch - the device providing branching of railway lines in case of their connection and crossing;

THAT railway vehicles - the organizational and technical actions intended for maintenance of railway vehicles in good repair during operation between planned types of TR;

diesel locomotive - the autonomous locomotive which primary power source is the internal combustion engine, usually diesel;

current collector - the electric device for creation of contact of the electric equipment of EPS with contact network;

brake boot - the device for braking of moving groups of cars (ottsep), other types of railway vehicles and for fixing of railway vehicles on station and sidings;

traction (traction) ways - ways in the territory of depots on which shunting movements of locomotives and MVPS are made;

emergency situation - the situation which developed as a result of accident, catastrophic crash, natural or other disaster which entailed or can entail the human victims, harm to human health or the environment, considerable material losses and violation of conditions of life activity of people;

locomotive equipment - the preparation of the locomotive for the next trip including the next survey, supply with fuel, lubricating oils, sand, water, cleaning cloths;

operation of locomotives - the actions connected with use and servicing of locomotives on the line and with system of repair and preparation them to trip;

electric centralization of arrows and signals - the centralization of arrows and signals at stations performed by the devices operating by means of electrical energy;

electric locomotive - the nonautonomous locomotive set in motion by the traction electric motors established on it receiving energy from power supply system through traction substations, contractual network.

Chapter 3. Organization of work on labor protection

17. The organization of work on labor protection in locomotive economy shall be carried out according to the Concept of public administration by labor protection in the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of August 16, 2005 No. 904 (The national register of legal acts of the Republic of Belarus, 2005, No. 129, 5/16410).

18. The common directorship is assigned by work on labor protection in locomotive depot to the head, and in workshops, changes, columns - to their heads.

For the organization of work and control for labor protection on objects of locomotive economy with number of the working over 100 people positions of specialists (engineers) on labor protection having the corresponding preparation according to the Standard regulations on security service of work of the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of May 24, 2002 No. 82 are entered (The national register of legal acts of the Republic of Belarus, 2002, No. 89, 8/8286).

In case of absence in the organization of the labor protection specialist the corresponding obligations are assigned to the head or other official having the corresponding preparation.

19. For the purpose of prevention of industrial traumatism and occupational diseases, improvements of working conditions, sanitary and household providing, medical and treatment-and-prophylactic attendance of workers shall be developed and implemented actions plans on labor protection according to the Regulations on planning and development of actions for labor protection approved by the resolution of the Ministry of Labour of the Republic of Belarus of October 23, 2000 No. 136 (The national register of legal acts of the Republic of Belarus, 2000, No. 113, 8/4357).

20. In divisions of locomotive economy with number of the working 100 people labor protection offices also shall be more equipped, and in production and office and technical rooms angle-pieces on labor protection are created.

With number working to 300 people office of labor protection it can be combined with office for studies (technical office).

Numbering up to 100 people in the organization angle-pieces on labor protection shall be created.

The organization of work of offices of labor protection and their equipping shall correspond to the Standard regulations on labor protection office approved by the resolution of the Ministry of Labour of the Republic of Belarus of November 8, 1999 No. 144 (The national register of legal acts of the Republic of Belarus, 2000, No. 7, 8/1528).

21. Investigation and accounting of labor accidents are performed according to the Rules of investigation and accounting of labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30 (The national register of legal acts of the Republic of Belarus, 2004, No. 8, 5/13691).

Section II. Requirements to production to the territories, platforms, buildings, rooms, devices and constructions of objects of locomotive economy

Chapter 4. Territories and production sites

22. The layout, building and improvement of the territories of objects of locomotive economy shall conform to requirements of technical regulatory legal acts in the field of labor protection and production sanitation.

23. The territories of objects of locomotive economy, passes and drives shall contain in good repair and to purity, to be well-planned and to conform to requirements of health regulations and regulations the SanPiN 2.2.1.13-5-2006 "Hygienic requirements to designing, content and operation of the production enterprises" approved by the resolution of the Chief state health officer of the Republic of Belarus of April 3, 2006 No. 40 (further - the SanPiN 2.2.1.13-5-2006), the SanPiN 10-5 Republics of Belarus 2002 "Sanitary protection zones and sanitary classification of the companies, constructions and other objects" approved by the resolution of the Chief state health officer of the Republic of Belarus of September 9, 2002 No. 68 (further - the SanPiN 10-5 Republics of Belarus 2002).

24. The constructions and devices located in the territories of objects of locomotive economy and adjoining them shall be placed taking into account requirements of dimension of approach of structures according to GOST 9238-83 "Dimensions of approach of structures and railway vehicles of the railroads of track 1520 (1524) mm" (further - GOST 9238-83).

25. Oversized places in the territories of objects of locomotive economy shall have the warning signs put on both sides "Carefully! The oversized place" and the warning coloring according to GOST 12.4.026.

Green plantings in the territory of objects of locomotive economy shall not break visibility of signals in case of movement of railway rolling stock and other vehicles.

26. Constructions and devices which can be sources of danger to the workers who are or moving in zone of railway tracks and other danger areas shall have the warning coloring.

27. Primary color of the warning coloring is yellow, and auxiliary - black. Coloring in the form of the alternating yellow and black strips of equal width is standard. Width of strips can be from 30 to 200 mm depending on the object sizes. Strips are located at an angle 45, to the horizon.

28. Depending on the sizes and the location of objects the warning coloring can be applied on all their surface or on its separate parts.

The devices having the small sizes can be painted only in yellow color.

29. In winter time depot ways, drives and passes in the territory of depot, and also farms and ditches of turntables shall be cleared of snow and frost timely. In need of the place of pass of people and journey of transport shall fall down sand or other antiskid materials.

30. The roads intended for movement of road transport on the territory of depot shall have hard surface, to be suitable for journey at all seasons of the year and under any weather conditions.

31. In places of crossing of roads with railway tracks moving according to requirements of construction regulations of the Republic of Belarus of SNB 3.03.01-98 "The railroads of track of 1520 mm" approved by the order of the Ministry of Architecture of the Republic of Belarus of April 7, 1998 No. 141, STB 1140-99 equipped according to the operating construction regulations and rules, safety signs according to GOST 12.4.026 and route signs according to the standard of the Republic of Belarus are arranged.

32. Movement speed on the territory of depot is established depending on type of vehicles, the extent of the territory, the traffic load and other conditions ensuring traffic safety of vehicles and pedestrians.

33. Traffic routes of transport and people on the territory of depot shall be isolated from each other and designated by signs according to the standard of the Republic of Belarus STB 1140-99.

Transport paths shall be designated by dimensional lines. Width of journey of vehicles shall be at least 3,5 of m, and for pass of people - m 1,5 suffices.

34. In the territory of objects of locomotive economy routes of office passes of workers to work location and back shall be established, schemes of office passes are provided in instructions for labor protection.

Schemes of routes of office passes affirm the head and shall be hung out in office and technical rooms, on workplaces and in the territory.

35. Routes of office passes are established taking into account the minimum crossing of railway tracks perpendicular to axis of way in the safest places and pass along ways on the widened roadsides and wide междупутьям.

Passes shall have width at least 1 m and be designated by the signs "Office Pass".

36. Places of crossings of roads and drives for vehicles, office passes with railway tracks shall have hard surface or floorings at the level of head of rails width: m 3,0 - for vehicles suffices, m 2,0 - for pass of workers with load suffices, m 1,5 - for pass of workers without load suffices.

37. Passes and drives shall not be encumbered and used for storage of materials, the equipment, tools and other objects, shall contain in good repair, be cleared timely.

For storage of materials in the territory of depot specially equipped platforms shall be provided.

38. Drainage constructions in the territories of objects of locomotive economy shall provide complete withdrawal of storm and flood waters and contain in good repair.

Places of equipment, obmyvka of railway vehicles shall be equipped with devices for water drainage in the sewerage.

39. Railway tracks in the territory of objects of locomotive economy shall be equipped with signals, alarm indexes and signs according to the instruction on the alarm system on the Belarusian railroad and to contain according to the standard of the STP 09150.56.010-2005 organization "The current content of railway track. Technical requirements and the organization of works", the approved order of the Chief of the Belarusian railroad of June 29, 2006 No. 221H.

40. Crane ways of gantry and bridge cranes shall contain according to Rules for the Construction and Safe Operation of hoisting cranes approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 3, 2004 No. 45 (The national register of legal acts of the Republic of Belarus, 2005, No. 6, 8/11889).

41. The territory of depot shall be protected and lit in night-time.

42. In case of arrangement in the territory of depot of platforms of rheostatic testing of diesel locomotives, open line items for THAT and TPS equipment, weighers the sizes of the sanitary protection zone can be increased. At the same time noise level near the housing estate shall not exceed the established levels.

Chapter 5. Factory buildings and constructions

43. Factory buildings and constructions shall conform to requirements of health regulations and regulations the SanPiN 8-16 Republics of Belarus 2002 "The basic health regulations and regulations during the designing, construction, reconstruction and input of objects in operation", approved by the resolution of the Chief state health officer of the Republic of Belarus of February 26, 2002 No. 144 (further - the SanPiN 8-16 Republics of Belarus 2002), the SanPiN 2.2.1.13-5-2006 "Hygienic requirements to designing, content and operation of production enterprises, approved by the resolution of the Chief state health officer of the Republic of Belarus of April 3, 2006 No. 40 (further - the SanPiN 2.2.1.13-5-2006), other regulatory legal acts, technical regulatory legal acts determining requirements of labor protection.

For each workshop, department and the production room the procedure for cleaning of rooms and the schedule of survey of overlappings, and also cleanings of dust and pollution of window openings and lamps shall be established.

44. Acceptance of objects of locomotive economy in operation after construction, reconstruction and modernization is performed according to requirements of construction regulations of the Republic of Belarus SNB 1.03.04-2000 "Construction regulations of the Republic of Belarus. Acceptance finished with construction of facilities. Basic provisions", approved by the order of the Ministry of Architecture of the Republic of Belarus of October 26, 2000 No. 596.

45. On all objects of locomotive economy planned commission inspections of buildings, rooms, constructions and devices with involvement of the specialists who are directly connected with their operation according to the technical code of common practice of TKP 45-1.04-14-2005 "Technical operation of residential and public buildings and constructions shall be performed. Procedure for carrying out", the approved order of the Ministry of Architecture of the Republic of Belarus of October 10, 2005 No. 262. The procedure and terms of surveys are established by the Belarusian railroad.

Results of all types of surveys shall be drawn up by acts in which the found defects and measures for their elimination with indication of terms of performance of works are noted.

46. Approaches to buildings and constructions shall be located in safe places with the minimum number of crossings of railway tracks.

47. Warehouses, storage rooms of general purpose shall be located in specially allotted rooms and conform to requirements of the existing rules establishing procedure for storage of materials, spare parts, the equipment, chemicals.
