Dushanbe declaration of Chapters of state members of the Shanghai Cooperation Organization

Chapters of state members of the Shanghai Cooperation Organization (further - SCO or the Organization), having been going to Dushanbe, following the results of the Council of heads of states of discussion of international issues which took place within the meeting and situation in the region declare the following.

1. In the 21st century interdependence of the states sharply increased, safety and development become inseparable. Any of modern international problems has no solution by force, force factor role in global and regional policy objectively decreases.

The rate only on solution by force has no perspective, interferes with package deal of the local conflicts; comprehensive permission of the existing problems is possible only in case of complete accounting of interests of all parties, in case of their involvement into process of negotiations, but not isolation. Attempts to strengthen own safety to the detriment of safety of others do not promote preserving global safety and stability.

Participants of the Dushanbe meeting emphasize need of respect of historical and cultural traditions of each country and each people and efforts directed to preserving according to international law of unity of the state and its territorial integrity and also to encouragement of the relations of neighborliness between the people and their joint development.

2. Search of effective answers to the general challenges and threats having global character shall be performed on the basis of strict observance of the Charter of the UN and the universally recognized norms of international law, through combination of efforts of all countries, overcoming confrontational thinking, block policy and unipolarity, with use of opportunities of multilateral diplomacy.

State members of SCO consider that in modern conditions the international security shall be based on the principles of mutual trust, mutual advantage, equality and cooperation. Creation of global antiballistic missile system does not promote maintenance of strategic balance, international efforts on arms control and nuclear non-proliferation, enforcement of trust between the states and regional stability.
