According to articles 2 and 179 of the Air code of the Kyrgyz Republic, I order:
1. Approve the enclosed Aviation rules of the Kyrgyz Republic APKR-11 "Servicing of air traffic".
2. Direct this order to state registration in the Ministry of Justice of the Kyrgyz Republic.
3. Determine that this order becomes effective after state registration in the Ministry of Justice of the Kyrgyz Republic and from the date of its official publication.
4. Notify the Ministry of Justice of the Kyrgyz Republic on official publication of this order.
5. To the working group on reduction of regulatory legal acts of the Kyrgyz Republic in the field of the civil aviation created by the order of the Ministry of Transport and Communications of the Kyrgyz Republic of November 15, 2007 No. 343, according to the Air code of the Kyrgyz Republic:
- develop and submit in accordance with the established procedure for consideration the draft of the order of the Government of the Kyrgyz Republic "About recognition No. 349 which voided the orders of the Government of the Kyrgyz Republic of July 24, 1999 "About approval of the Regulations on use of airspace of the Kyrgyz Republic";
- bring regulatory legal acts in the field of civil aviation into accord with this order.
6. To impose control of execution of this order on the deputy minister Mamataliyev of A.M.

PREFACE
These Aviation rules of the Kyrgyz Republic APKR-11 Servicing of air traffic (further Governed) are developed based on article 2 of the Air code of the Kyrgyz Republic.
The name of Rules is based on the name specified in Item (l) of article 2 of the Air code of the Kyrgyz Republic. Numbering of Rules matches with sequence number of Item (l) of article 2 of the Air code of the Kyrgyz Republic.
In case of development of these rules as the main document of International Civil Aviation Organization (ICAO) Application 11 to the Convention on international civil aviation (The Chicago convention), the edition 13th which became effective 01.11.01 and including the amendment No. 45, which became effective from 16.07.2007 is used.
These rules become effective from 01.11.2008.
Absolute height. Distance down from the average level of the sea (MLS) to the level, point or the object accepted for point.

- direct contact with any part of the aircraft, including the parts separated this aircraft;
- direct impact of stream of gases of the jet engine;
- unless bodily harms are sustained as a result of the natural reasons, put to themselves, or put with other persons or when bodily harms are put to the free riders disappearing out of zones where access to passengers and crew members is usually open;
(b) the aircraft sustains damage or there is destruction of its design therefore:
- design durability is broken, technical or flight characteristics of the aircraft worsen; and
- usually extensive repair or replacement of the damaged element is required;
- except as specified refusal or damage of the engine when only the engine, its cowls or auxiliary aggregates is damaged; or when only air screws, zakontsovka of wing, antennas, pneumatics, brake mechanisms, fairing or when in covering there are small dents or holes are damaged; NOTAM
(c) the aircraft is missing or it appears in such place where access to it is absolutely impossible.
Note 1: Only for the purpose of uniformity of statistical data bodily harm as a result of which within 30 days from the moment of incident there came death is classified ICAO as bodily harm from the death.
Note 2: The aircraft is considered the missing person when official searches were stopped and the location of fragments was not established.

Possibilities of the person. The capabilities of the person and limits of its opportunities influencing safety and efficiency of aviation activities.

Dispatching zone. The controlled airspace stretching up from the land surface to the established upper bound.
Control Office of Approach (COA). The body intended for the Departments of Internal Affairs of controlled flights of the aircrafts which are arriving to one or several airfields or taking off from them.
Dispatching area. The controlled airspace stretching up from the border established over the land surface.
Air Traffic Control (ATC). The services provided for the purpose of:
(a) prevention of collisions:
(1) between aircrafts;
(2) aircrafts with obstacles in the maneuvering area; and
(b) accelerations and regulations of air traffic.
The Department of Internal Affairs around approach. The Department of Internal Affairs of controlled flights of the arriving or taking off aircrafts.
Dispatching permission. Permission to the aircraft to be effective in accordance with the terms, established by body the Department of Internal Affairs.
Note 1: The term "dispatching permission" and the term "permission" have the same value if other does not follow from context. The term "permission" can be used with the explanatory words "on taxiing-out", "on take-off", "on departure", "on flight along route", "on landing approach" or "on landing" for designation of stage of flight to which dispatching permission belongs.
Dispatching permission in the direction of flight. The conditional dispatching permission issued to the aircraft by body of the Department of Internal Affairs which for this specific moment does not exercise control of this aircraft.
Reserve airfield. Airfield where the aircraft can go if it is impossible or inexpedient to follow to airfield of the planned landing or to make on it landing.
The following airfields treat reserve:
Reserve airfield in case of take-off. The reserve airfield in which the aircraft can make landing if in it there is need soon after take-off and is not possible to use airfield of departure.
Reserve airfield on route. Airfield in which the aircraft will be able to make landing if during flight along route it appeared in emergency or emergency environment.
Reserve airfield on route in case of ETOPS accomplishment (Flights of the increased range of two-engine AF). Suitable reserve airfield on which the airplane can make landing after switching off of the engine or in case of origin any other special or emergencies in case of accomplishment of ETOPS along route.
Reserve airfield of destination. Reserve airfield where the aircraft if it is impossible or inexpedient to make landing in airfield of the planned landing can go.
Note: The airfield from which the aircraft departure is made can also be reserve airfield on route or reserve airfield of destination for this aircraft.

Information of SIGMET. Information on the actual or expected emergence of certain phenomena of weather on flight route issued by body of meteorological tracking which can affect safety of flights of aircrafts.
Incident. Any event, except aviation incident, connected with use of the aircraft which influences or could affect safety of operation.
Note: Types of the incidents which are of the main interest to International Civil Aviation Organization from the point of view of studying of ways of prevention of aviation incidents are listed in the Management on data presentation about aviation incidents / incidents.
Calendar. The system of discrete counting of time providing basis of determination of timepoint with resolution in one day.
Quality of data. Degree or level of probability that provided data meet user requirements of data from the point of view of accuracy, permission and integrity.
Commander of the aircraft. The pilot appointed the operator or, in case of aircraft of general purpose, the owner of the aircraft to carry out obligations of the commander and to be responsible for safe accomplishment of flight.
Final stage of landing approach. That part of the scheme of landing approach on devices which begins in the established control point (or point) final stage of landing approach or, in the absence of such point:

b) in point of exit to the last line of way in the scheme of landing approach also comes to an end in point of the area of airfield from which:
1) landing can be executed; or
2) leaving on the second circle is begun.
Advisory airspace. Airspace of certain sizes or the established route within which the Department of Internal Affairs is provided advisory.
Advisory Department of Internal Affairs. The services provided in advisory airspace for the purpose of ensuring optimum echeloning of the aircrafts which are carrying out flights according to plans of flights for PPP.
Advisory route. The established route on which the Department of Internal Affairs is provided advisory.
