This Law determines legal and organizational basis of functioning and development of rail transport, governs the relations arising between physical persons and legal entities on its use.
Rail transport in Turkmenistan, being component of transport system, functions on the basis of single railway system and in interaction with other modes of transport performs freight and passenger traffic and the related transport services.
The legislation on rail transport consists of this Law and other regulatory legal acts governing the relations connected with activities of rail transport.
1. In property of the state there are lines of the railroads entering single railway system, and other objects of rail transport including the engineering constructions regulating and ensuring traffic safety, and also the companies, the organizations and organizations of rail transport (further hereinafter are referred to as - the companies of rail transport).
2. Physical persons and legal entities have the right to have railroad side tracks, and also railway vehicles and containers in property.
